Jakarta (ANTARA) - The Task Force for Accelerating Rehabilitation and Reconstruction (PRR) Post-Disaster Sumatra handed over 120 permanent housing units (huntap) in the first phase to the community of victims of hydrometeorological disasters in South Tapanuli Regency (Tapsel), North Sumatra (Sumut).

Interior Minister (Mendagri), as Head of the PRR Task Force, Muhammad Tito Karnavian assessed the construction of huntap in the area as one of the fastest programmes in handling disasters in Sumatra.

“Well, this is included in the fastest collaborative effort, the fastest I convey this. The quickest,” said Tito in his statement in Jakarta on Friday.

He conveyed this after the event of Handing Over Keys for Phase One of 120 Permanent Housing Units for People Victimised by Disasters in Tapsel Regency, Sumut.

Furthermore, Tito explained that the acceleration of huntap construction is determined by three main stages. The initial stage depends on the ability of the local government (Pemda) in compiling and submitting detailed victim data based on name and address (by name by address) along with the level of damage.

This data is then verified in the field by the Central Statistics Agency (BPS), before proceeding to the construction stage involving collaboration from various parties, such as the National Disaster Management Agency (BNPB), the Ministry of Housing and Settlement Areas (PKP), and non-governmental parties, including the Buddha Tzu Chi Foundation.

The completeness and speed of this data also accelerated the disbursement of financial assistance in the form of temporary housing funds (DTH) given at once for three months amounting to Rp1.8 million for the community during the displacement period.

In addition, affected residents also received various other assistance, such as life guarantee assistance (Jadup) from the Ministry of Social Affairs amounting to Rp15,000 per person per day, household furniture assistance amounting to Rp3 million, up to economic stimulus support amounting to Rp5 million.

“That is also because of the data from the Regent (of Tapsel submitted quickly),” he explained.

Tito emphasised that the success of handling in Tapsel can serve as an example for other affected areas.

The government is encouraging heads of regions in other impacted areas to emulate the speed and completeness of data compilation based on name and address as done in Tapsel.

This is crucial considering the disaster’s widespread impact, covering 52 regencies/cities spread across the provinces of Aceh, West Sumatra, and North Sumatra.

“The faster we receive it, the faster BPS can conduct field verification, the faster, then BNPB can move, Bang Ara, the PKP Minister will also move immediately,” he stated.

For information, in the construction of huntap, the government provides three schemes according to the community’s conditions, namely in-situ huntap handled by BNPB, communal huntap built by the Ministry of PKP, and independent relocation.
