PRR Task Force Finalises Preparations for Permanent Housing Construction in East Aceh
Preparations for the construction of permanent housing for post-disaster survivors in East Aceh Regency are being finalised. The Sumatran Post-Disaster Rehabilitation and Reconstruction Task Force (Satgas PRR) is overseeing the completion of all technical and administrative prerequisites so that the construction of permanent housing can soon enter the implementation phase as part of the permanent recovery.
This commitment was realised through assistance provided by the National Disaster Management Agency (BNPB) team together with the East Aceh Regency Government on 15 July 2026, focusing on the completion of land readiness, construction governance, validation of beneficiary data, and the mechanism for appointing inventors and applicators of disaster-resistant housing. This step was taken to ensure the construction of permanent housing is well-targeted, meets technical standards, and is administratively accountable.
In addition to discussing the readiness for permanent housing construction, the BNPB team also inspected a number of temporary shelters in Gampong Lubuk Pengpeng, Gampong Kabi, and Banda Alam District. Monitoring results showed that the temporary shelters that have been built are functioning well and are supported by basic utilities such as electricity, clean water, and environmental access. Several technical improvements are still being coordinated so that all supporting facilities can function optimally during the transition period towards permanent housing.
The BNPB team reported to the Head of the PRR Task Force, Muhammad Tito Karnavian, that the progress of rehabilitation and reconstruction in the housing sector in East Aceh Regency shows significant advancement. The completion of temporary shelters is nearing the target, and all completed units have been utilised by the community. The current assistance focus is directed at accelerating the readiness for permanent housing construction.
As part of the preparation for permanent housing construction, the BNPB team and the local government also agreed on the completion of recommendations for inventors and applicators as the basis for implementing disaster-resistant housing technology. This recommendation serves as an important instrument to ensure the technology used meets the provisions, while guaranteeing that construction implementers have competence according to established technical standards.
The East Aceh Regency Government has currently designated 2,630 prospective permanent housing beneficiaries through a regent’s decree, comprising 2,033 units to be built on original sites, 318 communal relocation units, and 279 independent relocation units.
Meanwhile, assistance from the BNPB team is also directed at refining the data of prospective beneficiaries through the reconciliation of the Phase II Housing Waiting Fund. Field verification, administrative validation, and population data matching continue to be carried out to ensure that aid is received by truly entitled communities, so that the permanent housing construction process can proceed without administrative obstacles.
Evaluation data as of 13 July 2026 shows that readiness for the permanent construction phase is strengthening. Of the target of 3,676 temporary shelter units, 3,596 units, or 97.8 per cent, have been completed and are all occupied by the community. Meanwhile, the distribution of Phase I Housing Waiting Funds has reached 420 households, or 97.2 per cent of total recipients, while the verification process for Phase II is still being completed.
For the moderately damaged and lightly damaged house assistance programme, BNPB has allocated aid for 5,318 housing units. As of mid-July 2026, assistance has been distributed to 4,139 recipients. Assistance is now focused on accelerating the completion of administrative validation and disbursement for recipients still in process so that all Phase I aid can be completed promptly.
