PRR Task Force Completes 401 Permanent Housing Units in Aceh

The Post-Disaster Rehabilitation and Reconstruction Acceleration Task Force (Satgas PRR) is accelerating the construction of 37,323 permanent housing units (huntap) for communities affected by disasters in Aceh. Providing safe and adequate housing is a priority in the permanent recovery programme for the 2026-2028 period. Based on data from the Satgas PRR command post as of 23 July 2026, a total of 1,832 units, or 4.90 percent of the total requirement, are currently under construction. Additionally, 401 units have been completed and are ready for occupancy. Satgas PRR Head of the Aceh Regional Post, Safrizal ZA, stated that the government is pushing for faster, simultaneous construction while ensuring compliance with technical standards. In 2026, the government has allocated approximately Rp2 trillion through the Ministry of Housing and Residential Areas (PKP) to complete a portion of the housing needs by December. The huntap construction is part of the Aceh rehabilitation and reconstruction programme, which has been allocated Rp58.973 trillion. This represents the largest share of the total national post-disaster rehabilitation and reconstruction budget of Rp101.166 trillion for the 2026-2028 period. The task force has assured that the acceleration of construction will not compromise safety and sustainability. Huntap locations must comply with spatial planning, have clear land legality, be safe from disaster threats, and be supported by access roads, clean water, electricity, sanitation, and other basic infrastructure. Areas designated as red zones in the new spatial plan will not be used for settlements. The provision of huntap is carried out through several schemes. The Ministry of Housing and Residential Areas builds residential areas on land that has been declared clear and clean, while the National Disaster Management Agency (BNPB) handles in-situ construction on residents’ own land. BNPB also distributes phased stimulant assistance to eligible residents who choose to rebuild their homes independently. For construction through the Ministry of Housing and Residential Areas, the tender process has commenced for locations that meet administrative and technical requirements. The task force is encouraging the phased commencement of 2026 construction in various regions of Aceh starting in August. The acceleration of permanent housing provision also involves various institutions and community elements. The Coordinating Ministry for Political and Security Affairs is building 104 units in North Aceh, while the National Police are contributing to construction in Aceh Tamiang. The Buddha Tzu Chi Foundation is also planning to build hundreds of housing units for affected communities. Safrizal noted that several land issues are still being resolved with local governments. In Aceh Tamiang, one location within the PT Semadam area is still being finalised and is planned to begin construction in 2027. Meanwhile, locations in Central Aceh and Gayo Lues have been agreed upon, but the land acquisition process is still ongoing in accordance with regulations. The task force is urging timely and transparent completion without compromising legal certainty. Previously, Task Force Chairman Muhammad Tito Karnavian, during a hybrid coordination meeting with the Ministry of Housing and Residential Areas, the Ministry of Public Works, and regional heads in Aceh on Tuesday, 21 July 2026, reminded local leaders in affected areas to proactively prepare land for huntap construction to ensure the recovery process proceeds on schedule and on target.
