Provisional Calculation: State Losses in Toba Pulp Case Reach IDR 2 Trillion
The Attorney General’s Office (Kejagung) has revealed that state losses resulting from the alleged corruption case at PT TPL Tbk have reached up to Rp2 trillion based on provisional calculations.
“Provisionally, from the results of our investigation, we have obtained a provisional loss value of Rp2 trillion,” said the Director of Investigation at the Junior Attorney General for Special Crimes (Jampidsus) of the Indonesian Attorney General’s Office, Saiful Bahri Siregar, during a press conference at the Round Building of the Attorney General’s Office, Kebayoran Baru, South Jakarta, on Wednesday (12/8).
Saiful said the state losses occurred because two tax examiners ignored the pulp export manipulation carried out by PT TPL. The negligence caused state revenue to decline, not as it should have been.
Saiful said the Rp2 trillion state loss figure is not yet final. The official result will be provided by the auditors.
“The state financial losses in this case are still in the process of being calculated by the audit team. The official result will be provided by the audit team later,” he said.
The Attorney General’s Office has named two tax examiners from the Ministry of Finance, BP and SR, as suspects in the case of pulp export manipulation by PT TPL.
The Attorney General’s Office stated that the two suspects played a role in helping PT TPL manipulate the tax value from the pulp export process carried out by PT TPL. Both suspects are charged under Article 603 in conjunction with Article 20 letter a or c of Law Number 1 of 2023, with the subsidiary charge of Article 604 of Law Number 1 of 2023.
Both were also immediately detained at the Salemba Detention Centre branch of the Attorney General’s Office for the next 20 days.
In this case, Saiful said Toba Pulp Lestari carried out exports using under-invoicing, namely by reporting the product as paper grade pulp or bleached hardwood kraft pulp (BHKP).
“In fact, based on its characteristics, use, and market price, the product is dissolving pulp. The HS Code for its export has been changed,” he said during the press conference on Wednesday (12/8).
Saiful explained that with the change in the reported HS Code, the value of Toba Pulp Lestari’s products recorded from 2008 to 2025 did not match the original condition or was reduced. As a result, the sale of dissolving pulp products under the name High Alpha Pulp to PT Asia Pacific Rayon or its affiliated companies was not properly recorded.
“This has resulted in a decrease in the corporate tax value that should have been received by the state,” he explained.
