The Lembaga Pemantau Penyimpangan Aparatur Daerah (LP2AD) has urged the DKI Jakarta Provincial Government to implement an online attendance system with location markers every two hours for Aparatur Sipil Negara (ASN) to prevent them from travelling while working from home (WFH). “Attendance every two hours can serve as an effective control tool to ensure ASN carry out their duties with discipline and do not abuse the flexibility of WFH,” said LP2AD Executive Director Victor Irianto Napitupulu in a statement in Jakarta on Thursday. Victor stated that implementing this policy would act as a form of supervision to ensure ASN remain in place and do not misuse the WFH policy. He assessed that this periodic attendance mechanism is important, especially since WFH is applied on Fridays. Victor expressed concern over the potential for ASN to exploit the policy to travel or even leave the city. According to him, this policy would also maintain the accountability of ASN performance without sacrificing the work flexibility provided by the government. Victor hopes that the implementation of WFH in the DKI Jakarta Provincial Government environment can serve as a national example in efforts to achieve energy efficiency, particularly in reducing fuel oil (BBM) consumption, without lowering work productivity. “If supervised well, WFH can become an efficient solution in reducing daily mobility that directly impacts BBM savings and emission reductions,” he said. Regarding ASN performing service duties, such as in the health sector to Fire Prevention and Rescue (Gulkarmat), Victor suggested that the Governor of DKI could provide special incentives (rewards) because they cannot implement WFH. Victor gave appreciation to the DKI Jakarta Provincial Government’s policy that has previously encouraged the use of public transport for employees every Wednesday. Victor described this step as a tangible commitment to energy savings, both in terms of BBM usage and electricity consumption. “The public transport policy every Wednesday shows that the DKI Provincial Government already has a long-term vision in energy efficiency. This deserves appreciation and reinforcement with other aligned policies,” he said. He added that a combination of policies such as controlled WFH and public transport use could make Jakarta a “role model” in energy management and modern government governance.
