The Jakarta Provincial Government’s Social Affairs Department (Dinsos), Transport Department (Dishub), and Public Order Agency (Satpol PP) are strengthening cross-sector coordination to find solutions for the increasing number of unofficial traffic controllers, or ‘pak ogah’, in West Jakarta.

This coordinated step was taken because the handling of ‘pak ogah’ is deemed ineffective, following regulations stating that this group does not fall within the criteria for People in Need of Social Welfare Services (PPKS).

The Head of the West Jakarta Social Affairs Department, Fajar Laksono, revealed that discussions between the Social Affairs, Satpol PP, and Transport Departments emphasised the limitations of social shelters’ authority regarding the handling of ‘pak ogah’.

“The position established in the discussion meeting between the Social Affairs, Satpol PP, and Transport Departments of DKI Jakarta is that ‘pak ogah’ do not fall within the PPKS criteria,” Fajar stated when confirmed in Jakarta on Monday.

Based on these regulations, he added, the Jakarta Social Affairs Department cannot accommodate ‘pak ogah’ as social wards in shelter homes. In addition to regulatory constraints, the capacity of several social shelters in Jakarta is currently overloaded.

“I have coordinated again. In the near future, we will hold further meetings and coordinate with the Satpol PP and the Jakarta Transport Department. In my regional role, I follow the direction of the leadership,” said Fajar.

Meanwhile, the Head of the West Jakarta Satpol PP, Herry Purnama, revealed that the Jakarta Social Affairs Department no longer accommodates individuals from ‘pak ogah’ sweeps because they do not meet the PPKS criteria.

“Therefore, currently, we conduct sweeps, then provide guidance and issue written statements,” said Herry.

He also emphasised that the West Jakarta Satpol PP will conduct mobile surveillance at several points prone to the presence of ‘pak ogah’, including sections of Jalan Tubagus Angke.

“We cannot deploy members to every single point. How many members should be deployed, considering Satpol PP’s duties extend beyond this? The solution is that we will conduct routine mobile monitoring on those road sections,” added Herry.
