Prosecutors Seize Documents During Raid on Former Kupang Regent's Brother's House

Prosecutors seized a number of documents during a raid on the home of Marsela Masneno, the sister of former Kupang Regent Korinus Masneno, on Thursday (17/09/2026). The searched residence is located in Pasir Panjang, Kota Lama, Kupang, East Nusa Tenggara (NTT).

“There are a number of documents that we have seized during the search activities tonight,” explained Andre Keya, Head of the Special Crimes Section of the Kupang District Attorney’s Office, following the raid.

The documents are related to the alleged corruption of JKN Capitation Funds for the 2021-2024 fiscal years at the Tarus Community Health Centre (Puskesmas) in Central Kupang, involving an amount exceeding Rp 6 billion.

“I believe these are important documents regarding the management of said budget,” Andre added.

Andre explained that the raid aimed to find and secure evidence related to the ongoing corruption case. Prosecutors are currently investigating alleged irregularities in the budget management, following previous calculations by the Inspectorate indicating discrepancies of over Rp 1 billion.

According to Andre, Marsela previously served as the Head of the Tarus Community Health Centre, though her current status in the case remains that of a witness.

Approximately 80 witnesses have been examined in connection with the case. These witnesses include employees of the Tarus Community Health Centre, representatives from BPJS as the fund distributor, Bank NTT, the Kupang Regency Regional Civil Service Agency (BKD), and the Kupang Regency Local Government.

“The number of witnesses we have examined in this matter is around 80 people. Given the large budget involved over a four-year period,” Andre explained.

It was previously reported that the home of Marsela Masneno, the biological sister of former Kupang Regent Korinus Masneno, was raided by prosecutors on Thursday (17/09/2026). The search, which began at 7:45 PM WITA, was led by the Head of the Special Crimes Section, Andre Keya, along with several investigators. Before proceeding, the team notified the local neighbourhood head (RT) before conducting a room-by-room search of the premises.
