Prosecutors Name Former Public Works Officials as Suspects in Rp 2 Billion Bribery Case

The Jakarta High Prosecutor’s Office (Kejati DKI) has named three suspects in a corruption case involving several projects at the Directorate General of Water Resources (Ditjen SDA) of the Ministry of Public Works (PU) for the 2023-2025 fiscal years. The three suspects have been detained.

“The suspects have been detained starting today, Wednesday, 24 June 2026, for the next twenty days, with all three being held at the Salemba Detention Centre in Central Jakarta,” said Dapot Dariarma, Head of the Legal Information Section (Kasipenkum) at the Kejati DKI, on Wednesday (24/6/2026).

The first suspect is Yosiandi Radi Wicaksono (YRW), the former Acting Director of Irrigation and Swamps at the Ditjen SDA of the Ministry of PU, who served from July 2025 to January 2026. He is a suspect in an alleged corruption case involving extortion and/or bribery and/or gratification and/or abuse of authority in several projects at the Ditjen SDA.

Dapot explained that YRW, together with Dwi Purwantoro (DP), allegedly extorted and/or received bribes and/or gratuities in the form of cash totalling more than Rp 2 billion from several state-owned construction enterprises (BUMN Karya) and private parties related to a number of projects at the Ditjen SDA. In this case, DP, the former Director General of SDA at the Ministry of PU from July 2025 to January 2026, has been detained since 21 May 2026.

YRW is suspected of violating Article 12 letter e, or Article 12 letter a, or Article 12 letter b, or Article 12B paragraphs (1) and (2) of Law Number 31 of 1999 as amended by Law Number 20 of 2001 concerning the Eradication of Criminal Acts of Corruption, or Article 606 paragraph (2) in conjunction with Article 20 of Law Number 1 of 2023 concerning the Criminal Code (KUHP).

The other two suspects are RW, Director of CV TAS, a service provider for the Secretariat of the Directorate General of Human Settlements (Cipta Karya), and JSR, Director of PT BKS. They have been named as suspects in a corruption case involving the implementation of routine expenditure at the Secretariat of the Directorate General of Cipta Karya of the Ministry of PU for the 2023-2025 period.

“The role of RW and JSR was to jointly, with other suspects, engineer fictitious projects at the Secretariat General of Cipta Karya for the 2023 and 2024 periods, resulting in state losses of at least more than Rp 16 billion,” he explained.

RW and JSR are suspected of violating Article 603 or Article 604 in conjunction with Article 20 letter c and Article 126 paragraph (1) of Law Number 1 of 2023 concerning the Criminal Code, in conjunction with Article 18 paragraph (1) of Law Number 31 of 1999 as amended by Law Number 20 of 2001 concerning the Eradication of Criminal Acts of Corruption.

During the investigation, prosecutors have also seized two luxury cars and a sum of cash in US dollars, and are gathering evidence and probing the involvement of other parties from the Ministry of Public Works, state-owned enterprises, and the private sector.

“Currently, investigators are continuing to develop the investigation by examining witnesses, state financial experts, and suspects, as well as tracing and seizing assets to increase the recovery of state financial losses,” he said.

This follows the earlier naming of three suspects in the same case, related to alleged corruption in several projects at the Ditjen SDA and the implementation of routine budget expenditure at the Secretariat of the Directorate General of Cipta Karya of the Ministry of PU. The state losses in that case were also at least more than Rp 16 billion. Those three suspects, DP as Director General of SDA from July 2025 to January 2026, RS as Secretary of the Directorate General of Cipta Karya, and AS as a Commitment Making Officer (PPK), were previously detained.
