Prosecutor Reveals Codes in Envelopes in Alleged Bribe Allocations at Customs

At the Jakarta Corruption Court on Wednesday, 20 May 2026, prosecutors brought Orlando Hamonangan Sianipar alias Ocoy, head of the Intelligence Section of the Customs Intelligence and Investigation Directorate at the Directorate General of Customs (DJBC), to the stand. Initially, the prosecutor displayed photographs of envelope evidence and explained how the codes inside them linked to individuals who were alleged to receive bribe allocations. “Your Honour, we will display a sample of envelopes bearing codes,” the prosecutor said. The prosecutor then pressed Ocoy to identify the owner of an envelope coded “SIS.” Ocoy stated that the envelope belonged to Sisprian Subiaksono, head of the Sub-Directorate of Intelligence, Investigation and Enforcement. “This, Mr Ocoy. The code three, SIS—does SIS refer to Mr Sisprian?” the prosecutor asked. “Yes, Your Honour,” Ocoy replied. The prosecutor then inquired about another code, “SS,” on the envelope and whether it also referred to Sisprian. “Yes, Your Honour,” Ocoy answered. The prosecutor subsequently revealed another code written on an envelope and noted that “OC” belonged to Ocoy. “This relates to data the court is allowed to see from the finance section of BlueRay. According to the code, the seventh — starting from eight — OC is a witness?” “Yes, Your Honour,” replied Ocoy. The prosecutor also disclosed that money was inside the envelope received by Ocoy, paid in Singapore dollars. “So, this value is in SGD. For Ocoy the amount is 42,800 SGD. Is that correct?” the prosecutor asked. “Yes, Your Honour,” Ocoy replied. In the case, KPK prosecutors charged three defendants connected with BlueRay Cargo in an import bribery scheme at the Directorate General of Customs (DJBC). The defendants were: Defendant I, John Field, as head of BlueRay Cargo; Defendant II, Deddy Kurniawan Sukolo, as Operations Manager of BlueRay Cargo; and Defendant III, Andri, as head of the BlueRay Cargo documents team. The prosecutor stated that the three together paid 61.3 billion rupiahs in SGD, and also provided facilities and luxury goods valued at Rp 1.8 billion.
