Prosecutor Raises Voice to Apologising Noel: No Problem, It's Even Better for Recording

Noel made that statement during his examination as the defendant in the extortion case involving the management of K3 certificates at the Jakarta Corruption Court on Thursday (7/5/2026). Initially, the prosecutor delved into Noel’s acquaintance with the ‘sultan’ of the Ministry of Manpower, Irvian Bobby Mahendro.

“Regarding Bobby, where did you first meet him?” asked the prosecutor.

“Brought by his friend at the Ministry of Manpower,” Noel replied.

“Who was that? Do you still remember his friend?” the prosecutor asked.

“I don’t know his friend, because at the ministry, before I fully understood the Ministry of Manpower environment, there were many people coming and going,” Noel answered.

Noel claimed he was introduced to Bobby by Bobby’s friend who also worked at the Ministry of Manpower. However, Noel could not recall the name of Bobby’s friend who introduced him.

Noel said many people come or pass through the Ministry of Manpower. At that moment, Noel apologised because his voice was high or loud but he did not intend to be impolite.

“Many people come like that, right?” asked the prosecutor.

“A lot. Just like earlier, sorry, Your Honour, my voice was a bit loud but not to be impolite. I apologise,” said Noel.

“No problem, it’s even better for recording. Please continue,” replied the prosecutor.

The prosecutor then continued questioning Noel. In this case, Bobby is also a defendant and was examined on Wednesday (6/5).

Noel’s Indictment

KPK prosecutors indicted Noel for extortion in the management of K3 certification along with several Ministry of Manpower civil servants. Prosecutors stated that Noel demanded a share of Rp 3 billion.

Prosecutors stated that the act was carried out by Noel together with other defendants, namely Fahrurozi, Hery Sutanto, Subhan, Gerry Aditya Herwanto Putra, Irvian Bobby Mahendro, Sekarsari Kartika Putri, Anitasari Kusumawati, Supriadi, Miki Mahfud, and Termurila. The trial was held in separate files at the Central Jakarta Corruption Court on Monday (19/1).

“They have acted unlawfully or abused their authority related to the Issuance and Renewal of Individual Occupational Safety and Health (K3) Certification/Licences for applicants of K3 certification/licences,” reads Noel’s indictment.

In the indictment, prosecutors stated that the defendants forced applicants for K3 certification and licences to give a total of Rp 6,522,360,000 (Rp 6.5 billion). This case occurred since 2021 or before Noel served as Deputy Minister of Manpower.

In short, the extortion was carried out. Noel is also indicted for receiving gratuities amounting to Rp 3.3 billion and one blue navy Ducati Scrambler motorcycle. Prosecutors said the gratuities were received by Noel from private parties and his subordinates at the Ministry of Manpower.

“That the Defendant Immanuel Ebenezer Gerungan from October 2024 to August 2025, either directly or indirectly, has received money totalling Rp 3,365,000,000 and one Ducati Scrambler motorcycle with licence plate B-4225-SUQ from Ministry of Manpower civil servants and other private parties,” said the prosecutor.
