Prosecution Hearing for Former Deputy Manpower Minister Noel in K3 Extortion Case Scheduled for 18 May
The examination has been declared complete, it is now time to give the Public Prosecutor the opportunity to present the criminal indictment against the defendant,” stated the chief judge of the panel, Nur Sari Baktiana, at the Central Jakarta Corruption Court on Thursday (7 May 2026).
The prosecution hearing for Noel will be held on Monday (18 May). Today, Noel has completed his examination as the defendant in this case.
“The defendant is well and healthy in our custody; we will reconvene the trial for you on Monday, 18 May 2026, with the agenda of the criminal indictment from the public prosecutor,” said the judge.
Speaking to the press after the hearing, Noel hoped that the panel of judges would deliver a fair verdict for him.
“We hope to stick to my commitment: if it is proven that I extorted the K3 business owner, the death penalty. But if not, consider this a trial for me; I only ask for the fairest possible punishment. I cannot avoid the punishment for myself,” said Noel.
Noel’s Charges
KPK prosecutors charged Noel with extorting the management of K3 certification along with several civil servants from the Ministry of Manpower. Prosecutors stated that Noel demanded a share of Rp 3 billion.
Prosecutors stated that the act was carried out by Noel together with other defendants, namely Fahrurozi, Hery Sutanto, Subhan, Gerry Aditya Herwanto Putra, Irvian Bobby Mahendro, Sekarsari Kartika Putri, Anitasari Kusumawati, Supriadi, Miki Mahfud, and Termurila. The trial was held in a separate file at the Central Jakarta Corruption Court on Monday (19 January).
“Has acted unlawfully or abused his authority in relation to the Issuance and Renewal of Individual Safety and Health Work (K3) Certification/Licence for applicants of K3 certification/licence,” reads the content of Noel’s indictment.
In the indictment, prosecutors stated that the defendants forced applicants for K3 certification and licences to provide a total of Rp 6,522,360,000 (Rp 6.5 billion). This case occurred since 2021 or before Noel served as Deputy Minister of Manpower.
In short, the extortion was carried out. Noel is also charged with receiving gratuities amounting to Rp 3.3 billion and one unit of a blue Ducati Scrambler motorcycle. Prosecutors said the gratuities were received by Noel from private parties and his subordinates at the Ministry of Manpower.
“That the Defendant Immanuel Ebenezer Gerungan, from October 2024 to August 2025, either directly or indirectly, has received money totalling Rp 3,365,000,000 and one unit of Ducati Scrambler motorcycle with licence plate B-4225-SUQ from civil servants at the Ministry of Manpower and other private parties,” stated the prosecutor.
