The Secretary General of the Indonesian Lawyers’ Professional Association (Propindo), Heikal Safar SH, supports the steps taken by Commission III of the DPR RI to open the widest possible opportunities for all advocate professional organisations in Indonesia to provide input on preparing the draft academic paper for the Advocates Bill (RUU Advokat). He agrees with the approach led by Habiburokhman. According to him, Propindo, which has been actively voicing the interests of ordinary people, greatly hopes to organise advocate professional education and examinations. Heikal emphasised that advocate organisations in Indonesia should not be a single bar but equal to other advocate organisations. “As the secretary general of Propindo and on behalf of all the board members of advocate organisations throughout Indonesia, we certainly strongly support the involvement of various advocate organisations. This is a very important point in providing input for preparing the draft academic paper on the revision of the Advocates Law,” said Heikal in Jakarta on Tuesday (21/4/2026). In addition, he highlighted the right to advocate immunity as regulated in the new Criminal Procedure Code (KUHAP) regarding the interpretation of ‘good faith’. Referring to the advocate code of ethics to set aside each organisation’s ego, according to Heikal, all parties should prioritise the interests of advocates as representatives for the people facing the law. “We emphasise that advocate organisations in Indonesia are not a single bar but equal to other advocate professional organisations,” stated Heikal. The important point of involving various advocate professional organisations is to provide input so that the Advocates Bill can be completed as soon as possible. Heikal mentioned that the success of Commission III of the DPR after passing Law Number 1 of 2023 on the Criminal Code (KUHP) and Law Number 20 of 2025 on the Criminal Procedure Code (KUHAP) must be followed by the enactment of the Advocates Bill.
