Profile of Muhammad Qodari, Head of the Government Communication Agency
President Prabowo Subianto conducted another cabinet reshuffle today, Monday (27/4/2026), at the Presidential Palace in Central Jakarta. Several names have been appointed to new positions, including Muhammad Qodari, who has officially become the Head of the Government Communication Agency.
Qodari previously served as Head of the Presidential Staff Office (KSP). In his new role, he will handle government communications, particularly in explaining the president’s work programmes and priority agendas to the public.
Profile of Muhammad Qodari
Muhammad Qodari is a political observer, researcher, and government official. He was born in Palembang on 15 October 1973.
Before entering government, Qodari was widely known as a political analyst. He frequently appeared as a source in various national media to discuss political issues, elections, surveys, and government dynamics.
Qodari’s name is also closely associated with the world of political research. In November 2006, he founded the Indo Barometer survey institute and served as its Executive Director. Indo Barometer is recognised as one of the independent research institutions that periodically captures the socio-political behaviour of Indonesian society.
Educational Background
Qodari completed his undergraduate studies at the University of Indonesia, focusing on Social Psychology. He then pursued postgraduate studies at the University of Essex in England, specialising in political behaviour.
He did not stop there; Qodari earned a Doctorate in Political Science from the Faculty of Social and Political Sciences at Gadjah Mada University in 2016. He graduated with a very satisfactory predicate.
In his dissertation, Qodari addressed the theme “Split-Ticket Voting and the Factors Explaining It in the 2014 Indonesian Legislative and Presidential Elections”.
Track Record in Research and Politics
Before founding Indo Barometer, Qodari had a long career in research, surveys, and political studies.
He once served as Research Director at the Indonesian Survey Institute (LSI) from July 2003 to June 2005. After that, Qodari was Deputy Executive Director of the Indonesian Survey Circle from July 2005 to October 2006.
Qodari also worked as a researcher at the Centre for Strategic and International Studies (CSIS) from November 2002 to July 2003. Prior to that, he was recorded as a researcher at the Institute for the Study of Information Flow (ISAI) from May 1999 to September 2001.
In addition to being a researcher, Qodari has been known as a columnist and political observer since 1999. He was also active as a host on national private television political programmes.
Entering Government
Qodari’s career then entered the government circle after President Prabowo Subianto brought him into the Presidential Staff Office.
Qodari was previously inaugurated as Deputy Head of the Presidential Staff Office on 21 October 2024 at the State Palace. After that, he was promoted to Head of the Presidential Staff Office on 17 September 2025.
As Head of the Presidential Staff Office, Qodari leads the institution tasked with providing support to the President and Vice President in controlling national priority programmes, political communication, and managing strategic issues.
