Profile of Ida Hamidah, Head of Soekarno-Hatta Samsat Office Dismissed by Dedi Mulyadi
Ida Hamidah came under public scrutiny after a video of a surprise inspection conducted by Dedi Mulyadi, or KDM, who was then serving as Deputy Chairman of Commission IV of the DPR RI, went viral on social media. The incident resulted in a major decision in her bureaucratic career, namely her dismissal from a strategic position within the West Java Provincial Government.
Ida Hamidah is a civil servant (ASN) who previously held the position of Head of the Regional Revenue Management Centre (P3DW) Bandung II Soekarno-Hatta, more commonly known to the public as the Head of the Soekarno-Hatta Samsat office. This office is one of the vital points for managing motor vehicle taxes in Bandung City, handling a very large daily transaction volume in Rupiah.
The event that changed Ida Hamidah’s career trajectory occurred in mid-2021. At that time, Dedi Mulyadi conducted a surprise inspection (sidak) at the Soekarno-Hatta Samsat office after receiving numerous complaints from the public regarding complicated procedures and alleged non-transparent practices.
During the inspection, Dedi Mulyadi found residents complaining about convoluted administrative processes. One of the most highlighted moments was when Dedi discovered discrepancies between the official service flow and what residents experienced at the counters.
Dedi Mulyadi then summoned Ida Hamidah, the office leader. In the dialogue captured on camera, Dedi expressed his disappointment with the supervision system under Ida. Dedi assessed that Ida Hamidah did not grasp the field issues and seemed to allow practices detrimental to the public to continue.
Not long after the inspection video went viral and became public consumption, the West Java Provincial Government, through the Regional Revenue Agency (Bapenda), took firm action. Ida Hamidah was officially removed from her position as Head of P3DW Bandung II Soekarno-Hatta. This step was taken as part of performance evaluation and in response to demands for improved public services.
Based on the facts gathered, there are several main reasons behind Ida Hamidah’s dismissal:
Following Ida Hamidah’s dismissal, the Soekarno-Hatta Samsat office implemented various improvements, including the digitalisation of services and the reorganisation of bureaucratic flows to minimise physical interactions that could lead to illicit levies. This case serves as an important precedent for other officials in West Java to engage more directly in the field to monitor their subordinates.
