Profile of Henry Surya, Owner of Indosurya and Prolife Insurance
Jakarta, CNBC Indonesia - The name Henry Surya has resurfaced since the Financial Services Authority (OJK) recently seized assets connected to the criminal insurance case of PT Asuransi Jiwa Prolife Indonesia, formerly known as PT Asuransi Jiwa Indosurya Sukses.
Greta Joice Siahaan, Head of the Directorate of Investigation Policy and Support at the OJK, revealed that Henry Surya embezzled policyholder funds amounting to hundreds of billions of rupiah.
“HS carried out investment activities that did not comply with OJK regulations, between 2018 and 2019,” she said at the OJK building in Jakarta on Thursday (9/7/2026).
At the same event, Wisnu Widarto, Director of the Financial Services Investigation Group at the OJK, said Henry Surya faces criminal penalties of up to 12 years’ imprisonment and fines of up to Rp 300 billion for violating Article 54 of Law Number 4 of 2023 on the Development and Strengthening of the Financial Sector (P2SK) concerning the OJK.
“This is the first case handled by the OJK involving a written order that was not carried out by the recipient of the order,” he said.
In addition, the individual concerned also violated Article 53 of Law of the Republic of Indonesia Number 21 of 2011 on the OJK relating to the disregard and obstruction of the OJK’s authority, thereby incurring criminal fines. Henry Surya faces penalties of between Rp 500 billion and Rp 1 trillion.
Previously, the OJK had seized and secured hundreds of items of evidence and assets in the criminal insurance case worth Rp 113.97 billion. The asset seizure was carried out on suspicion of disregarding and/or obstructing the exercise of the OJK’s authority.
Furthermore, Asuransi Jiwa Prolife was said to have failed to carry out the OJK’s written order in 2023 to pay compensation of Rp 566.24 billion to consumers.

Henry Surya is known as the owner and founder of KSP Indosurya. At a court hearing in late 2022, he said KSP Indosurya was established in 2012. At the time, he set up the savings and loan cooperative together with 23 other people.
Before being released, Henry had previously faced a demand for a 20-year prison sentence over allegations of fraud and embezzlement of KSP Indosurya funds.
At a press conference on 22 June 2020, Henry mentioned that his father, Effendy Surya, had long been in business in the financial and property sectors. His father’s business network was extensive.
He intended to follow in his father’s footsteps. To realise this, he eventually founded his own cooperative enterprise, Koperasi Simpan Pinjam Indosurya Cipta, on 27 September 2012.
However, according to the official website of the Ministry of Cooperatives and SMEs, the Indosurya cooperative was legally established under legal entity number 430/BH/XII.1/-1.829.31/XI/2012 dated 5 November 2012. In terms of management, Henry Surya held control of the company from 2012 until February 2020.
The Indosurya case began with the first report to the National Police’s Criminal Investigation Department (Bareskrim Polri) in 2020. At the time, Henry Surya, the owner of KSP Indosurya, was immediately taken into custody by Bareskrim Polri.
According to victims’ accounts, on 24 February, several depositors received letters from the Indosurya cooperative stating that the money in their deposits could not be withdrawn. Indosurya claimed the money could only be withdrawn within six months to four years, depending on the value of the assets under management (AUM).
Subsequently, on 7 March, depositors said they received notifications via WhatsApp that they could withdraw their savings from 9 March onwards, with a repayment limit of Rp 1 million per depositor.
On 12 March, depositors were invited to meet with the cooperative’s management. At that meeting, depositors were asked to choose their preferred payment option. As a result, the Indosurya issue briefly subsided.
Only in June 2021 did the KSP Indosurya issue resurface. The House of Representatives (DPR RI) even summoned the Ministry of Cooperatives over the case. It then emerged that KSP Indosurya had defaulted on payments and entered a suspension of debt payments (PKPU) process.
The first criminal trial of the problematic cooperative case began in September 2022. The Indosurya case has been described as the largest illegal public fundraising case in Indonesia. The total funds collected were estimated at Rp 106 trillion from 23,000 victims.
In connection with the case, investigators from the Directorate of Special Crimes at Bareskrim Polri named Henry Surya a suspect on 13 March 2023. A day later, police arrested the cooperative boss.
“On 14 March, the suspect HS was arrested at the Raffles Residences apartment complex in South Jakarta,” said Chief of the Public Information Bureau of the National Police Headquarters’ Public Relations Division, Brigadier General Pol Ahmad Ramadhan, at a press conference on Thursday (16/3/2023).
