Profile of Cilacap Regent Syamsul, Suspect in Holiday Allowance Extortion Case
The Anti-Corruption Commission (KPK) has designated Cilacap Regent Syamsul Auliya Rachman (AUL) as a suspect in an extortion case within the Cilacap District Government. The anti-corruption commission established this status after apprehending Syamsul in a dawn operation in the Cilacap area on Friday, 13 March 2026.
KPK Deputy for Investigation and Prosecution Asep Guntur Rahayu stated that Syamsul is suspected of threatening to remove government heads if they did not remit holiday allowance (THR) funds he demanded.
Syamsul ordered Cilacap District Regional Secretary Sadmoko Danardono to collect THR funds for the regent’s personal purposes and the Regional Leadership Coordination Forum (Forkopimda) within the Cilacap District Government. The THR requirement for Forkopimda was approximately Rp515 million.
The officials then solicited funds from each district agency in Cilacap District, establishing a collection target of Rp750 million. Twenty-three district agencies in Cilacap District remitted funds following the regent’s request between 9-13 March 2026, with collections totalling Rp610 million.
Background of Syamsul
Syamsul Auliya Rachman was born on 30 November 1985. According to the Indonesian General Elections Commission (KPU), Syamsul completed secondary education at State Senior High School 1 Cilacap (2000-2003). He pursued higher education at the Institute for Domestic Government (IPDN), enrolling in the Applied Science Government degree programme from 2004 to 2008.
Syamsul subsequently completed a Master of Science in Government at Jenderal Soedirman University from 2010 to 2013, followed by doctoral studies at IPDN from 2018 to 2021.
According to official statements from the Cilacap District Government, Syamsul Auliya Rachman began his bureaucratic career in Cilacap District. In 2012, he served as Head of the Public Order and Security Section in Kedungreja District, Cilacap District. In 2013, Syamsul was appointed Head of the Regional Autonomy and Cooperation Sub-section within the Government Affairs Division of the Cilacap District Government. He subsequently became Vice Regent of Cilacap for the 2017-2022 term.
In the 2024 Cilacap Regency Election, Syamsul, a politician from the National Awakening Party (PKB), stood for election as Cilacap Regent for the 2025-2030 term, partnering with Golkar politician Ammy Amalia Fatma Surya. The ticket prevailed with 414,533 votes, representing 43.81% of valid votes cast.

According to the State Officials’ Wealth Report (LHKPN) received by the Anti-Corruption Commission on 19 January 2026, Syamsul Auliya Rachman’s total assets for the 2025 reporting period were valued at approximately Rp12.04 billion, comprising land and buildings.
