Profile of Arnold Aristoteles, Retired TNI Officer Appointed as Director General of Water Resources on a Public Holiday

The appointment of high-ranking state officials is typically accompanied by working days and lively ceremonies. However, Public Works Minister Dody Hanggodo has drawn public attention by appointing TNI (Ret.) Major General Arnold Aristoteles Paplapna Ritiauw as Director General of Water Resources at the Ministry of Public Works precisely on a public holiday, Friday, 1 May 2026. This quiet and media-closed ceremony marks a new chapter in national water infrastructure management under the leadership of a retired military general. In his remarks, Dody stated that organisational strengthening is not merely about position arrangements but part of efforts to build statecraft, namely the skill in managing state policies and ensuring every programme runs effectively and is truly felt by the public. “The Ministry of Public Works is expected to continue delivering works that benefit society, not only in terms of process but also results that can be felt tangibly,” Dody said. He also emphasised President Prabowo Subianto’s message that one of the three foundations of statecraft lies in a solid and clean civil service apparatus. Civil servants are demanded not only to be competent but also to have integrity, be solid, and consistently maintain public trust. According to him, professionalism and integrity must go hand in hand to create a healthy, adaptive work environment oriented towards results. Closing his remarks, Dody conveyed congratulations to the newly appointed officials. Arnold is no stranger in the ecosystem of infrastructure policy. His long experience in the military realm provides an impression of discipline and firmness, characteristics deemed crucial for guiding national strategic projects in the water resources sector. Before reaching the Director General position, this man born on 10 March 1969 was known as a high-ranking TNI-AD officer, a 1991 Akmil graduate from the engineering branch (Kopassus). In his educational journey, Arnold underwent various military educations, from branch education, command, and parachuting to advanced education such as Seskoad (2005) and Sesko TNI (2015), as part of his career development in TNI-AD. His career encompassed various strategic positions, particularly in Kopassus and territorial units, such as Commander of the 3rd Engineering Battalion/Yudha Wyogrha, Commander of the TNI Engineering Task Force in overseas missions, Commander of the 0609/Bandung Regency Infantry Battalion, up to command and staff positions such as Commander of the 133/Nani Wartabone Regional Command, Commander of the 151/Binaiya Regional Command, Intelligence Officer of the 3rd Infantry Division/Kostrad, Inspector of Akmil, and finally Governor of the Military Academy.
