Private Sector Claims Not Daring to Report Unofficial Fees to Noel Ebenezer

JAKARTA, KOMPAS.com - The President Director of PT Delta Indonesia Pranenggar, Sri Enggarwati, admitted that she did not dare to report the existence of unofficial fees within the Ministry of Manpower (Kemnaker) to former Deputy Minister Immanuel Ebenezer, alias Noel, because she was afraid to oppose officials.

Enggar spoke in response to questions from the prosecutor when Enggar was examined as a witness in the trial for the alleged corruption case of extortion in the management of K3 certificates with the defendant Noel and others.

“Was it conveyed to Mr Noel, ‘We are asked for this much for this fee and that fee’, why didn’t you just say that, if it’s official fees it’s a bit difficult, right? Was it conveyed?” interrogated the Public Prosecutor (JPU) during the trial at the Jakarta Corruption Court, Thursday (9/4/2026).

This meeting took place around March 2025.

Enggar admitted that neither she nor the other meeting participants dared to mention unofficial fees.

“We all didn’t dare. The point is you can’t oppose officials, Sir, if business owners oppose officials, it’s disastrous, Sir, like that,” added Enggar.

“Yes, didn’t want to report, afraid,” said Enggar again.

In that audience, the K3 PJK3 side also conveyed obstacles related to the process of issuing appointment decisions (SKP).

The process of obtaining SKP takes up to six months with a validity period of two years.

Enggar admitted that she once asked Noel to leave a legacy by simplifying the process of making these certificates.

“We asked the Deputy Minister, I think at that time I said ‘Sir, leave your legacy as Deputy Minister, Sir, the SKP can be five years or three years,’ like that,” continued Enggar.

“Regarding the certification management, was the fee mentioned?” interrogated the prosecutor.
