Jakarta – The head of the judicial panel, Lucy Ermawati, questioned the legal status of PT Delta Indonesia’s operational director, Deka Perdanawan, after he admitted to transferring Rp4.4 billion to officials at the Ministry of Manpower (Kemnaker).

Deka was examined as a witness in proceedings concerning alleged corruption and extortion related to K3 certificate processing, with defendants including former Deputy Minister of Manpower (Wamenaker) Immanuel Ebenezer, also known as Noel, and others.

Under questioning by the Public Prosecutor (JPU), Deka acknowledged that his company regularly transferred money to Kemnaker officials to facilitate the K3 certificate processing.

For example, to obtain and renew appointment decision letters (SKP) every two years, Deka explained that he paid Rp5 million per certificate. Additionally, to pay training facilitator fees, he spent between Rp250,000 and Rp500,000 per facilitator.

“If your company made the Rp4 billion transfer mentioned earlier, how many certificates or licences was that for? Could you approximately state?” Judge Lucy asked during the hearing at the Jakarta Corruption Court on Monday (2 March 2026).

Deka stated that his company had processed at least 1,000 certificates and licences.

Judge Lucy then asked about the identity of PT Delta Indonesia’s director general.

Deka replied that the position was held by his mother, Enggarwati.

“Oh, your mother. But she hasn’t been prosecuted criminally?” the judge asked.

“She hasn’t been named as a defendant or suspect, to date?” Judge Lucy asked again.

“No, ma’am. Please don’t, ma’am,” Deka replied.

Judge Lucy referenced questions from the legal team of defendants Temurila and Miki Mahfud, who are the private sector defendants from PT KEM.
