Prime Moment: Three Points About Prabowo's DPR Plenary Speech Today
Indonesia’s House of Representatives (DPR) will hold a plenary session today with a number of items on the agenda for discussion by lawmakers and the government. First, President Prabowo Subianto will attend the plenary and directly present the government’s outlook on the economy going forward.
The 19th plenary session of the fifth term of the 2025-2026 parliamentary year will be held on Wednesday, 20 May 2026, at 09:00 Western Indonesian Time (WIB). Among the plenary agenda are the government’s delivery of the macroeconomic framework (KER) and the main policies of fiscal policy (PPKF) for the 2027 State Budget (RAPBN 2027).
Another agenda item is the Legislation Body (Baleg) DPR’s report on the evaluation of changes to the second prolegnas (priority Bills) for 2026, followed by a decision.
The agenda continues with the factions’ opinions on the revision of the Law proposed by Commission III, concerning Amendments to Law No. 2 of 2002 on the Indonesian National Police, followed by a decision to become a DPR-proposed Bill (RUU).
Prabowo Scheduled to Attend the Plenary
The plan for Prabowo’s attendance at the DPR plenary today was initially conveyed by Deputy Speaker Saan Mustopa.
‘Yes, that is the plan (Prabowo will attend the plenary),’ Mustopa told reporters at the Parliament complex in Senayan, Jakarta, on Tuesday, 19 May.
Mustopa said Prabowo is expected to directly present the macroeconomic framework (KEM). He also said Prabowo will outline the main fiscal policy (PPKF).
‘So, the macroeconomic framework and the main fiscal policy will be delivered directly by the President,’ he said.
Deputy Speaker Sufmi Dasco Ahmad explained the considerations behind Prabowo’s direct attendance. Dasco said the President can directly present his government’s views to the DPR.
‘There are no rules preventing a President from attending, and he can do this directly. This is simply an introduction to the drafting of the 2026 State Budget (APBN 2026),’ Dasco said at the Parliament complex.
Dasco said Prabowo’s presence in the plenary marks the first time a President has delivered the macroeconomic framework and main fiscal policy before the DPR’s members.
‘I only checked a moment ago; I think this might be a first,’ said the Gerindra party’s secretary-general.
The Palace Explains Prabowo’s Reason
The Secretary of State (Mensesneg) Prasetyo Hadi revealed the reasons Prabowo wishes to deliver the briefing himself, rather than the usual Finance Minister. Prasetyo said the plenary session of the DPR coincides with the National Awakening Day on 20 May.
‘Coincidentally, the 20th is National Awakening Day. So the President wants to seize the moment to once again unite our views and strength as one nation,’ Prasetyo told reporters on Tuesday, 19 May.
Primarily, he added, this unity of views is needed to safeguard the nation’s economy.
‘The goal is to safeguard our nation’s economy in carrying out our duties,’ he continued.
