Coordinating Minister for the Economy Airlangga Hartarto has explained that the education sector is not affected by the work-from-home (WFH) policy. Teaching and learning activities will proceed normally, with pupils from primary to secondary schools attending school in person. “In-person teaching and learning activities will continue normally across all levels of basic to secondary education, five days a week,” Airlangga stated during an online press conference on Tuesday (31/3/2026). In addition to teaching and learning activities, extracurriculars and school sports face no restrictions. Meanwhile, for higher education institutions, policies for students from the fourth semester will align with the circular from the Ministry of Higher Education, Science, and Technology (Kemendikti Saintek). “For higher education, from semester 4 upwards, it will follow the Kemendikti Saintek circular,” Airlangga said. “We have signed circular number 800.1.5/3349/SJ on the Transformation of Civil Servant Work Culture in Local Government Environments as of 31 March 2026 today,” explained Tito. The circular clearly states that the policy takes effect from Wednesday, 1 April 2026. It will be evaluated every two months. “This policy takes effect on 1 April 2026 and will be evaluated periodically every 2 (two) months,” reads one point in the circular’s content. “For regions without available digital service infrastructure, implementation of duties can be adjusted according to local conditions and capabilities,” it states. For information, several categories of civil servants are exempt from the WFH policy. At the regency/city level, high-ranking leadership positions, administrators (eschelon III), district heads, village heads, and sub-district heads are not permitted to WFH. Furthermore, public service units and sectors are not subject to the WFH policy.
