Preventing Political Dynasties Through Term Limits for Party Leaders
JAKARTA, KOMPAS.com - The limitation of tenure for political party chairmen has emerged as a key issue, seen as a way to prevent the formation of political dynasties.
Political communication expert from Esa Unggul University, M. Jamiluddin Ritonga, believes that leadership regeneration in political parties could be achieved through term limits for party chairmen of no more than two periods.
“Term limits for party chairmen are considered capable of encouraging parties to become more democratic. This step is seen as able to prevent the centralisation of power in one figure, accelerate leadership regeneration, and prevent political dynasties,” Jamiluddin stated when contacted on Friday (24/4/2026).
Therefore, he views the Corruption Eradication Commission’s (KPK) proposal as very positive for eradicating political dynasties that have taken root in Indonesia.
“Such limits would also force parties to prepare new leaders. This could make parties more dynamic and not dependent on a single figure,” Jamiluddin emphasised.
Nevertheless, he is confident that the proposal for term limits for party chairmen will be opposed by political parties.
“For them, the mechanism for electing chairmen and their tenure is entirely an internal party matter. This is explicitly regulated in the articles of association and bylaws of each party,” Jamiluddin said.
Previously, the KPK proposed that political party chairmen should hold the top leadership position for a maximum of two terms.
The proposal for term limits for party chairmen was presented by the KPK’s Monitoring Directorate in its study on political party governance, which found that there is no integrated standard for cadre development systems.
“To ensure the implementation of cadre development, regulations on the leadership limit for party chairmen of a maximum of two terms are needed,” stated the KPK’s Monitoring Directorate on Wednesday (22/4/2026).
In Indonesia, at least five names have held the position of party chairman for the longest periods. One of them has even served for 26 years as party chairman.
The party chairman who has held the position the longest is Megawati Soekarnoputri, for 26 years.
