Pretrial Motion for NTB COVID-19 Mask Corruption Suspect Rejected
The pre-trial lawsuit challenging the naming of Wirajaya Kusuma, Head of the Economic Affairs Bureau at the West Nusa Tenggara (NTB) Regional Secretariat, as a suspect in the COVID-19 mask corruption case has been rejected by the judge of the Mataram District Court.
Sole judge Laily Fitria Titin Anugerahwati of the Mataram District Court ruled that the naming of Wirajaya Kusuma as a suspect by the Criminal Investigation Unit (Satreskrim) of the Mataram Municipal Police was lawful.
“Rejecting the petitioner’s pre-trial application in its entirety,” Laily said in her ruling on Tuesday (4/8/2026).
The lawsuit filed by Wirajaya was registered on the Case Tracking Information System (SIPP) of the Mataram District Court under case number 21/Pid.Pra/2026/PN Mtr. This rejected pre-trial application was the second one submitted by Wirajaya Kusuma.
Wirajaya Kusuma had previously filed a pre-trial challenge against his naming as a suspect. However, before the ruling was read out, that lawsuit was withdrawn.
As is known, Wirajaya Kusuma became a suspect in the corruption of COVID-19 mask procurement at the NTB Cooperatives, Micro, Small and Medium Enterprises Service (Diskop UMKM). He was named a suspect alongside five others, namely former Deputy Regent of Sumbawa Dewi Noviany; Rabiatul Adawiyah, who is Wirajaya Kusuma’s wife; former Secretary of the NTB Tourism Service Chalid Tomassoang Bulu; Kamaruddin as the committing officer (PPK); and M Hariyadi Wahyudin as a staff member in the SME Division.
They are currently not detained. Previously, the detention of the suspects was postponed by the Satreskrim of the Mataram Municipal Police. The suspects’ case files were declared complete in April 2026, but the second stage, or the handover of the suspects to the prosecutors, has yet to be carried out.
The COVID-19 mask procurement had a budget of Rp 12.3 billion sourced from the Unanticipated Expenditure (BTT) of the NTB Cooperatives and SME Service. State losses amounted to Rp 1.58 billion based on calculations by the NTB Financial and Development Supervisory Agency (BPKP).
