Presidential Regulation on Online Transport Finalised Before 17 August, Drivers to Become MSMEs
Minister of State Secretary Prasetyo Hadi announced that the Presidential Regulation (Perpres) concerning online transport is targeted for completion before 17 August 2026. Prasetyo stated that the discussion of the regulation is now just pending administrative processes.
“Be patient, it has just been completed. Hopefully, it can be finished before 17 August. It is just a matter of administrative processes now,” Pras said after a meeting with House of Representatives (DPR) leaders at the parliament complex in Senayan, Jakarta, on Monday (10/8/2026).
Meanwhile, Minister of Micro, Small, and Medium Enterprises (MSMEs) Maman Abdurrahman explained that the Presidential Regulation is now entering its final stage. He noted that there are still about two articles that need to be synchronised before the regulation is completed.
“We are in the finalisation stage regarding the Presidential Regulation on the digital transport ecosystem. So, there are just a few articles left that we need to synchronise and finalise. It seems there are about two articles,” he said.
Maman stated that the government will accelerate the completion of the Presidential Regulation. The government is targeting the regulation to be finished within one week.
“The President’s instruction is that it must be completed as soon as possible. So, we agreed with the ministers, and we also had a hearing with the DPR leadership, we agreed to complete it as soon as possible. Hopefully, it will be completed within this week,” he revealed.
Maman confirmed that the status of online motorcycle taxi (ojol) drivers has been agreed to be classified as MSMEs. He said the majority of aspirations from the ojol community and associations also lead towards the status of micro-entrepreneurs.
Maman explained that this status provides several benefits for ojol drivers, including time flexibility and the opportunity to access various incentives for MSMEs.
“Yes, there are several benefits. First, for example, in terms of time flexibility. Secondly, they can access several incentive policy packages for MSMEs,” he said.
Furthermore, he emphasised that ojol drivers will not be taxed. Instead, they will receive incentives.
“So, I want to straighten this out, if there are stories saying that ojol will be taxed and so on, I am clarifying that it is not true. It is 100 percent a hoax. And that is part of the incentives that our ojol brothers and sisters will receive,” he asserted.
Minister of Transportation Duddy Purwagandhi echoed the sentiment, stating that his ministry is still finalising the technical regulations related to online transport. He also targeted the discussion to be completed before 17 August.
“We are still finalising it, so as not to cause misinterpretation, we will wait until it is finished. God willing, we will complete it before 17 August. (17 August is) Monday, so we will complete it by Sunday,” he concluded.
