Presidential Regulation on Online Motorcycle Taxis Awaits Signing

The drafting of the Presidential Regulation (Perpres) on online motorcycle taxis (ojol) has finally been completed. President Prabowo Subianto is said to be signing the regulation soon, following discussions involving the government, the House of Representatives (DPR RI) and ojol stakeholders.

The idea of an ojol presidential regulation was first floated by Minister of State Secretary Prasetyo Hadi last year. He said the regulation was drafted in the form of a presidential regulation to speed up the process.

“Perhaps a Perpres, so it can be faster,” Prasetyo said at the Presidential Palace complex in Jakarta on Friday (24/10/2025).

The government and the DPR RI subsequently held intensive coordination meetings to discuss the drafting of the regulation. They also invited ojol representatives to gather their aspirations.

Hearing Aspirations on the 8% Deduction

Deputy Speaker of the DPR Sufmi Dasco Ahmad revealed the contents of a meeting with several ministers at the DPR on 23 July. They discussed the implementation of the 8 per cent ojol deduction and aspirations regarding the ojol presidential regulation.

“Yes, today we held another coordination meeting to refine the Perpres on Ojol, which, thank God, is almost final. We have also heard from the National Ojol Coalition and received their input on how the 92-8 per cent tariff has been implemented and its evaluation,” Dasco said after the meeting with ministers at the DPR, Senayan, Jakarta, on Thursday (23/7).

On the same occasion, Minister of State Secretary Prasetyo Hadi described the meeting as an evaluation of the implementation of the 8 per cent deduction for ojol drivers. He said the deduction has been in effect since 1 July 2026.

“The important thing is that the President’s instruction regarding the 92 per cent and 8 per cent tariff split has been implemented in real terms on the ground. The National Ojol Coalition also conveyed that it has been applied since 1 July,” Prasetyo said.

Finalisation Meeting Held

After a series of discussion meetings, the government and the DPR RI held a coordination meeting to finalise the ojol presidential regulation. Prasetyo said the finalisation meeting was held with DPR leaders and several relevant ministers.

“As I said earlier, we asked for time because after this we want to finalise what you asked about, the ojol perpres, and also the decision on the P3K issue,” Prasetyo said at the DPR RI complex, Senayan, Jakarta, on Monday (10/8).

Based on information gathered, the finalisation meeting on the ojol presidential regulation also involved the Deputy Minister of State Secretary, Manpower Minister Yassierli, Transportation Minister Dudy Purwagandhi, UMKM Minister Maman Abdurrahman, Communication and Digital Minister Meutya Hafid, Law Minister Supratman, Danantara COO Dony Oskaria and Home Affairs Minister Tito Karnavian.

To Be Completed Before 17 August

Prasetyo said the finalisation of the presidential regulation is targeted for completion before 17 August 2026. He said the discussion of the regulation now only requires the completion of administrative processes.

“Be patient, it is done. Hopefully it can be completed before 17 August. It is just a matter of administration,” Prasetyo said.

UMKM Minister Maman Abdurrahman explained that the presidential regulation has now entered the final stage of finalisation. He said there are still around two articles that need to be synchronised before the regulation is completed.

“We are in the final stage of finalisation regarding the perpres on the digital transportation ecosystem. There are just a few articles left that we want to synchronise and finalise. I think around two articles. We will accelerate that in the next few days,” he said.

Maman said the government will speed up the completion of the presidential regulation. The government is targeting the regulation to be completed within one week.

“The President’s instruction is that it must be done as soon as possible. We also agreed with the ministers, and we also held a hearing with the DPR leadership. We agreed to complete it as quickly as possible. Hopefully within a week we can finish it,” he said.

Transportation Minister Dudy Purwagandhi expressed a similar view. He said the Ministry of Transportation is still finalising technical regulations related to online transportation.

“We are still discussing it so as not to cause misinterpretation. We will wait until it is finished,” he said.

Dudy also targeted the discussion to be completed before 17 August. He said the deadline for issuing the presidential regulation is Sunday.

“God willing, we will complete it before 17 August. The 17th is a Monday, so we will finish by Sunday,” he said.

Ojol Drivers to Become UMKM

UMKM Minister Maman Abdurrahman said the status of ojol drivers has also been agreed to be that of UMKM. He said the majority of aspirations from the ojol communities and associations he met also pointed towards the status of micro business actors.

Maman explained that this status provides several benefits for ojol drivers, including time flexibility and the opportunity to obtain various incentives for UMKM actors.

“Yes, there are several benefits. First, for example, in terms of time flexibility. God willing, with UMKM status, our ojol brothers and sisters will have time flexibility,” he said.

“Secondly, they can also enjoy several UMKM incentive policy packages,” he continued.

In addition, he stressed that ojol drivers will not be taxed. On the contrary, they will receive incentives.

“So I want to clarify that if there are stories saying that ojol drivers will be taxed and so on, I want to correct that. No. That is totally 100 per cent a hoax. And that is part of the incentives obtained by our ojol brothers and sisters,” he said.

“We have also spoken with ojol communities, associations and organisations. They all welcomed their status being established as UMKM,” he continued.
