The government is accelerating the finalisation process of the Draft Presidential Regulation (Perpres) on the Grand Design of National Bureaucratic Reform (DBRBN) 2026-2045. According to information from the Ministry of State Apparatus Empowerment and Bureaucratic Reform (PANRB), the draft regulation, which will serve as the foundation for the implementation of national bureaucratic reform, has entered the harmonisation stage.

Assistant Deputy for Policy Formulation and Coordination of Bureaucratic Reform Implementation at the Ministry of PANRB, Agus Uji Hantara, explained that the DBRBN aims to align the governance transformation agenda as mandated by the 2025-2045 National Long-Term Development Plan (RPJPN). This regulation also ensures the sustainability and continuity of bureaucratic reform policies after the expiration of the 2010-2025 National Bureaucratic Reform Grand Design.

“DBRBN will serve as an important reference for all government agencies in carrying out governance transformation at various levels, from macro, meso, to micro,” Agus stated during the opening of the Harmonisation Meeting for the Draft Presidential Regulation on DBRBN 2026-2045 in Jakarta earlier this week.

The DBRBN 2026-2045 contains five national bureaucratic reform targets to be achieved by the Indonesian Government. The first target is the realisation of a digital government driven by technological developments, service models, and increasing user expectations. The second target is the creation of competent and high-performing state apparatus based on a merit system. The third target is the establishment of bureaucratic behaviour that is full of integrity and innovation. The fourth target is the development of high-performing institutional capabilities that are network-based and agile. The fifth target is the realisation of quality and inclusive public services.

Agus revealed that the issuance of this regulation also responds to President Prabowo Subianto’s directives regarding the implementation of bureaucratic reform that impacts development and public services oriented towards human development. In accordance with the direction of Minister of PANRB Rini Widyantini, the DBRBN 2026-2045 will also become an important milestone in the transformation of Indonesia’s bureaucracy. “The main vision is to create a collaborative, capable, and integrity-filled bureaucracy, with a human-based approach that focuses on the needs and welfare of the community,” he stated.

Plh. Director of Harmonisation of Legislation III and also Principal Legal Drafter at the Ministry of Law, Andrie Amos, explained the importance of the harmonisation stage in finalising the DBRBN. He explained that the harmonisation stage can ensure the draft regulation is aligned with higher statutory provisions, does not create overlapping regulations between ministries, and can be implemented effectively. “The harmonisation of the DBRBN 2026-2045 is an important step to ensure the alignment of substance with the direction of national development, strengthen the legal foundation of the policy, and build a shared commitment so that bureaucratic reform can be implemented effectively across all government agencies,” he stressed.
