Presidential Regulation Being Prepared, Online Motorcycle Taxi Drivers to Gain Micro-Entrepreneur Status
The government is preparing a scheme that places online motorcycle taxi (ojol) drivers as micro-entrepreneurs. This provision is one of the points regulated in the draft Presidential Regulation (Perpres) concerning ojol drivers. In addition to regulating the status of drivers, the draft Perpres will also contain provisions regarding online motorcycle taxi service tariffs.
“Now, the Perpres also encourages that the treatment of ojol drivers be as micro-entrepreneurs,” said Minister of Micro, Small, and Medium Enterprises (UMKM) Maman Abdurrahman at the Presidential Palace Complex in Central Jakarta on Monday evening (20/7/2026).
Maman explained that ojol drivers are considered worthy of being categorised as micro-entrepreneurs because they run their businesses independently, such as providing their own vehicles and bearing all operational needs with personal capital. “Yes, the ojol are treated as micro-entrepreneurs because basically they have independence there. They buy their own motorcycles. They prepare everything with their own capital,” said Maman.
He also mentioned that the majority of aspirations received by the government from the ojol driver community desire the status of MSME actors. According to him, this status is considered to provide flexibility for drivers to develop other businesses outside of their activities as application partners. “Indeed, the majority of aspirations from our ojol friends also want to be treated as MSMEs so they can be more independent, have time flexibility, and can open other businesses and so on, not just ojol,” Maman explained.
Maman explained that the drafting of the Perpres involves a number of ministries according to their respective authorities. The Ministry of Manpower will handle social protection aspects for drivers, the Ministry of Transportation is responsible for fleet safety and security aspects, while the Ministry of Communication and Digital Affairs will regulate provisions related to goods delivery service tariffs.
