Jakarta (ANTARA) - President Prabowo Subianto has emphasised that the State Budget (APBN) is not merely a funding mechanism but a tool to protect the people and ensure the welfare of the Indonesian population.

“I view the State Budget not just as a national financial document. The APBN is a manifestation of our struggle as a nation; it is a tool to protect the people and a tool to strengthen the foundations and pillars of the national economy,” said President Prab ​Prabowo.

The President’s statement was made while presenting the Macroeconomic Framework and Fiscal Policy Main Points (KEM-PPKF) during the 19th Plenary Session of the House of Representatives (DPR RI) at the parliamentary complex, Jakarta, on Wednesday.

He stated that Indonesia’s State Budget serves as a medium to ensure the welfare of the Indonesian people and acts as a guide for the nation’s future journey. “With that awareness, our APBN is formulated as a form of shared commitment to realise the noble ideals mandated in our Constitution,” he added.

Specifically, he highlighted that the 1945 Constitution is the foundation born from a struggle for independence that spanned hundreds of years and cost the lives of tens of thousands of the nation’s predecessors.

On this occasion, he presented key figures within the KEM-PPKF, including revenue optimisation, with state revenue in 2027 targeted to reach 11.82 per cent to 12.40 per cent of Gross Domestic Product (GDP). State expenditure is projected to reach 13.62 per cent to 14.80 per cent of GDP, with a financing deficit of 1.80 per cent to 2.40 per cent of GDP.

President Prabowo Subianto directly presented the macroeconomic framework and fiscal policy main points for the 2027 Draft State Budget (RAPBN) before the DPR RI. Notably, President Prabowo is the first Indonesian President to present the introduction of the RAPBN, including the macroeconomic framework and fiscal policy main points, before the members of the House of Representatives.

The meeting was attended by 451 members of the DPR RI, establishing a quorum as declared by the Speaker of the House, Puan Maharani.

During the session, President Prabowo was accompanied by Vice President Gibran Rakabuming Raka, along with members of the Red and White Cabinet, including Coordinating Minister for Economic Affairs Airlangga Hartarto, Coordinating Minister for Infrastructure and Regional Development Agus Harimurti Yudhoyono, Coordinating Minister for Human Development and Culture Pratikno, Coordinating Minister for Community Empowerment Muhaimin Iskandar, and Coordinating Minister for Political and Security Affairs Djamari Chaniago.

Also present were Finance Minister Purbaya Yudhi Sadewa, Foreign Minister Sugiono, State Secretary Prasetyo Hadi, Energy and Mineral Resources Minister Bahlil Lahadalia, and Agriculture Minister Andi Amran Sulaiman. Additionally, the meeting was attended by Governor of Bank Indonesia Perry Warjiyo, Chairman of the OJK Board of Commissioners Friderica Widyasari Dewi, and Chairman of the LPS Board of Commissioners Anggito Abimanyu.

The DPR RI Plenary session addressed three main agendas: the government’s presentation of the 2027 Fiscal Year KEM-PPKF RAPBN; the report from the DPR RI Legislative Body regarding the evaluation of the second amendment to the 2026 Priority National Legislation Programme (Prolegnas); and opinions from parliamentary factions regarding the Commission III DPR RI initiative bill on the amendment of Law Number 2 of 2002 concerning the National Police of the Republic of Indonesia.
