President Prabowo Urged to Immediately Issue Presidential Regulation on National Human Rights Action Plan
The Chairman of the Indonesia Risk Centre (IRC), Julius Ibrani, has urged President Prabowo Subianto to immediately sign the Presidential Regulation on the National Action Plan for Human Rights (RAN HAM). He stated that the ratification of this regulation serves as a test of the President’s political commitment to human rights protection. Julius assessed that the ratification of the RAN HAM Perpres holds strategic significance, not only as a fulfilment of constitutional mandate but also as a tangible benchmark of the government’s commitment. ‘The President must be brave enough to prove that he is pro-human rights through concrete policies. One of them is by immediately stipulating the RAN HAM,’ Julius told reporters on Saturday (26/6/2026). According to him, the historical background and political dynamics often associated with human rights issues should be a momentum for the President to demonstrate change through policies that favour the protection of citizens’ rights. He emphasised that the RAN HAM Perpres could serve as a foundation for the government to strengthen the protection of civil, political, economic, social, and cultural rights, while also demonstrating the state’s alignment with vulnerable groups. Julius cautioned that if the ratification of the Perpres continues to be delayed, the government risks a decline in public trust. The public, he said, needs assurance that the state has a clear human rights policy direction. ‘If the government does not immediately show a strong human rights policy platform, the public may judge that the state is not serious about fulfilling human rights. This will affect public trust in the government,’ he stated. Furthermore, Julius assessed that this delay could also have a direct impact on vulnerable groups, ranging from the poor, women, children, and persons with disabilities, to citizens with limited access to healthcare and social protection. Beyond the President, Julius also highlighted the role of the Ministry of State Secretariat (Kemensetneg). He argued that the ministry bears a substantive responsibility to ensure that strategic policies such as RAN HAM are prioritised. ‘If the RAN HAM is already at the State Secretariat, there should be a strong narrative of urgency conveyed to the President on why this policy needs to be immediately enacted. The function of the State Secretariat is not merely administrative,’ he asserted. Based on information received, the draft Presidential Regulation on the National Action Plan for Human Rights for 2026-2030, or the sixth generation RANHAM, has been harmonised by the Ministry of Law and Human Rights. However, the draft has been at the State Secretariat since January 2026, meaning it has been languishing for six months without certainty.
