President Prabowo Signs Revised Police Law

President Prabowo Subianto has signed the revision of Law No. 5 of 2026 concerning the National Police of the Republic of Indonesia, marking the third amendment to Law No. 2 of 2002 on the National Police. Prabowo signed the regulation on 17 June 2026, as seen on the State Secretariat’s legal documentation website. The revision of the Police Law was ratified during a House of Representatives (DPR) plenary session on Tuesday (9/6), after all factions expressed their approval in the session led by Deputy Speaker Sufmi Dasco Ahmad. However, the Civil Society Coalition for Police Reform, comprising KontraS, YLBHI, ICJR, PSHK, LBH Jakarta, LBH Masyarakat, SAFEnet, ICW, AJI Indonesia, Yayasan Kurawal, PBHI, WeSpeakUp, and others, stated that the revision was drafted haphazardly without meaningful public participation. They argue that the revised law contains regulations that contradict the mandate and spirit of police reform. One of the contested provisions is the increase in the retirement age for police members. Criticism also came from Gerakan Nurani Bangsa member Laode M Syarif, who said the legislative process in the DPR proceeded without adequate public consultation. He stated that the resulting law does not reflect the aspirations of the people. ‘For example, the revision of the Police Law. It does not accommodate at all the recommendations provided by the Reform Commission,’ said Laode. Article 30 paragraph (5) letter c stipulates that the maximum retirement age for four-star high-ranking officers is 60 years. However, this provision can be extended by one year or adjusted according to organisational needs based on a presidential decision. Under the previous regulation, all police members had a maximum retirement age of 58 years regardless of rank, while members with special and highly needed expertise could be retained until the age of 60.
