Pramono's Move to Ease Cakung-Cilincing Road Congestion
The Provincial Government of DKI Jakarta has granted a discretionary waiver of retribution fees for empty containers parked along the Cakung-Cilincing highway in East Jakarta. The fee waiver follows severe congestion caused by loading and unloading activities that began on Tuesday, 21 July 2026.
“Therefore, from 22 July to 5 August, the DKI Jakarta Provincial Government is providing a fee waiver so that they do not park along the road,” said Pramono to reporters while visiting the Prof. Dr. Sulianti Saroso Infectious Disease Hospital in Jakarta Timur on Thursday, 23 July 2026.
According to Pramono, the fee waiver is necessary to ease congestion in the area. He explained that empty containers were choosing to park along the road to avoid paying retribution fees. He has urged container owners to take advantage of the governor’s discretionary policy within the 15-day period and has contacted the Head of the Transportation Agency for further coordination.
Pramono has also instructed that empty containers be directed to the Tanah Merdeka terminal as a buffer zone. He explained that the congestion on the Cakung-Cilincing road was caused by an imbalance between incoming and outgoing vehicles. “Currently, there are many containers filled with imports entering Jakarta. However, empty containers for export have experienced a significant decline, resulting in queues everywhere,” he explained.
The traffic jam in Cakung towards Cilincing has been occurring since Tuesday morning, 21 July 2026, and went viral on social media. The congestion stretched from the Cakung underpass traffic lights and also affected the route from Cakung towards Harapan Indah, Bekasi.
Head of the DKI Jakarta Transportation Agency, Budi Awaludin, stated that traffic in both directions is gradually returning to normal after traffic engineering measures were implemented by closing several U-turns on Wednesday, 23 July 2026. “Alhamdulillah, everything has been resolved. Conditions on both the left and right sides are now very smooth after traffic engineering was carried out by closing the U-turns at Cakung, Babek, and JGC,” said Budi after inspecting the location.
The traffic engineering was implemented around 19.00 WIB, and within half an hour, the traffic flow began to move and the congestion dissipated. The U-turn closures will be carried out again in the Cakung, Babek, and Jakarta Garden City (JGC) areas by personnel from the East Jakarta and North Jakarta Transportation Sub-agencies. In addition to managing traffic, officers are also directing truck drivers to the Tanah Merdeka Terminal to wait if there is a queue heading to the container depot.
