Governor of DKI Jakarta Pramono Anung believes that the implementation of the Work From Home (WFH) policy for civil servants (ASN) will have a significant impact on regional budget efficiency.

One sector predicted to see reduced expenditure is the operational costs of fuel for official vehicles.

“With the approval of Work From Home, I am confident this will definitely reduce the cost of petrol for cars and so on,” said Pramono at the Jakarta City Hall, Central Jakarta, on Thursday (2/4).

Pramono emphasised that this saving is supported by strict regulations on the use of state assets.

During the WFH period of one day per week, all official vehicles are strictly prohibited from being used for purposes outside official duties or personal interests, given the employees’ status of working from home.

“Because when it’s Work From Home, I do not permit anyone to use those vehicles for personal purposes. Why? Because their status is Work From Home,” said Pramono.

Pramono also reminded Jakarta ASN not to complain about the restrictions on using official vehicles.

He stressed that the government has provided free public transport facilities, which should be the primary choice for employees to get around without burdening the regional fuel budget.

“If they want to use any public transport, for ASN in Jakarta, it’s free. Therefore, there is no reason not to take advantage of that,” he said.

Pramono also highlighted the privileges that have long been attached to provincial government employees.

According to him, with all the conveniences of free access to public transport, ASN should no longer rely on operational vehicle facilities.

“So once again to the ASN in Jakarta, apologies, but their privileges compared to others are actually already quite good,” he said.

Pramono also issued a stern warning to employees who still try to misuse state facilities or ignore these efficiency instructions.

“But if they are too spoiled, then firm action will certainly be taken,” said Pramono.

Reduction of official trips

In addition, said Pramono, his side will cut official trips or out-of-area working visits. He will thoroughly review the relevance of each official trip before giving the green light to his subordinates.

“For official trips, coincidentally those that require direct approval from the Governor, I will certainly look at them one by one. If it does not provide benefits for Jakarta, I definitely will not permit it,” said Pramono at Jakarta City Hall, Central Jakarta, on Thursday (2/4).

This tightening policy does not only apply to civil servants (ASN) in government departments, but also targets regional-owned enterprises.

Pramono revealed that he has cancelled many out-of-area trip plans submitted by the directors of Jakarta’s red-plate companies.

“Even now, almost all BUMD trips and such have been disallowed by us,” said Pramono.

He claimed that so far Jakarta has successfully balanced administrative savings with efforts to boost regional revenue amid global economic challenges.

“Therefore, for Jakarta, regarding administrative matters related to efficiency, in my opinion, it has been running quite well,” explained Pramono.

Previously, the government implemented Work From Home (WFH) for ASN one day a week every Friday to save energy in the face of global conflicts.

The government also limited the use of official cars and encouraged the use of public transport. Not only that, the government also limited domestic official trips by up to 50 percent and overseas trips by up to 70 percent.
