Governor of DKI Jakarta, Pramono Anung, held a bilateral meeting with the Shenzhen Metro Group in Guangdong, China, on Wednesday (22/4/2026).

The meeting discussed opportunities for developing modern and sustainable Transit-Oriented Development (TOD) concepts to support a more integrated urban transport system in Jakarta.

During the meeting, Pramono described Shenzhen as an important benchmark for Jakarta in developing its MRT system.

“Shenzhen is a reference,” said Pramono in his statement, quoted on Friday (24/4/2026).

“We want to compare the effectiveness of MRT systems in various cities around the world. Shenzhen is a reference because of its service and operational efficiency,” he added.

The reason the DKI Provincial Government is using Shenzhen as a reference is the city’s success in transporting up to 13 million passengers per day with a network of around 635 kilometres (km). This achievement far surpasses Jakarta’s current MRT service, which serves about 128,000 passengers daily.

According to Pramono, this comparison is an important lesson for accelerating MRT development as well as TOD areas in Jakarta.

“This is urgent, because mobility in and out of Jakarta reaches around 4 million people per day. The MRT must be developed as a long-term solution to overcome congestion while supporting agglomeration area integration,” he explained.

President Director of PT MRT Jakarta (Perseroda), Tuhiyat, stated that this cooperation has strategic value in developing the TOD system. He assessed that Shenzhen’s experience could serve as a reference for building an integrated railway operational system.

“This MoU is a step towards resolving modern city issues while locking in future economic growth,” said Tuhiyat.

Meanwhile, Deputy Party Secretary and General Manager of Shenzhen Metro Group Co. Ltd., Huang Liping, viewed Jakarta’s steps as correct in prioritising the TOD system as the backbone of urban mobility.

“Our experience shows that when metro planning is done from the start, it not only moves people but also shapes the economy, urban space, and property values,” said Huang.

He also supported strengthening the partnership between Jakarta and Shenzhen in sharing best practices to build resilient, inclusive, and sustainable cities.

During the meeting, a memorandum of understanding (MoU) was also signed between MRT Jakarta and Shenzhen Metro Group for TOD area development and the construction of an integrated transport system in urban areas.
