Jakarta Governor Pramono Anung has taken decisive action to untangle severe traffic congestion along Jalan Raya Cakung-Cilincing by waiving fees for the use of the buffer zone at Tanah Merdeka Terminal. This tariff exemption policy is effective from 22 July to 5 August 2026. The move is designed to ensure that all empty containers are no longer parked on the roadside, which has been a major cause of traffic jams in North Jakarta. Pramono confirmed that Tanah Merdeka Terminal has been prepared as a temporary holding area capable of accommodating more than 200 containers. “I have decided that empty containers must not park on the streets. Roadside parking is no longer permitted. That is what causes the extraordinary congestion. Therefore, we are using Tanah Merdeka Terminal as a buffer zone,” Pramono stated in North Jakarta on Thursday. The Governor explained that the discretionary fee waiver was granted because the majority of vehicles parking illegally are empty container trucks whose operators are reluctant to pay retribution. With this free facility, there should be no more excuses for operators to use road shoulders as parking spaces. According to his analysis, the congestion in the Cilincing area is triggered by a logistical imbalance. The current volume of imported containers entering Jakarta is very high, while export activity has declined significantly, causing a build-up of empty containers queuing on various roads. Pramono urged all logistics businesses to immediately utilise the free facility at Tanah Merdeka Terminal. The Jakarta Provincial Government hopes this short-term measure will effectively reduce the burden on roads and address public complaints regarding chronic congestion in the area.
