Pramono urges Jakarta PPK to adopt technocratic working principles
Jakarta Governor Pramono Anung Wibowo has advised Commitment Making Officers (PPK) that every decision within the Jakarta Provincial Government must be based on technocratic work—meaning it must be grounded in regulation, data, facts, competence, and professional consideration.
According to him, this principle is vital to strengthening the bureaucratic meritocracy system while ensuring that development programmes are precisely targeted and beneficial to the community.
“Every decision must be based on regulations, data and facts, professional considerations, and adequate documentation. With a strong foundation, officials do not need to fear making decisions,” said Pramono during the opening of the Technical Guidance for Strengthening the Duties and Authorities of Commitment Making Officers (PPK) at Balai Agung, Jakarta City Hall, on Monday.
He stated that technocratic work provides space for officials to carry out their duties in accordance with their competence and responsibilities. Therefore, every decision must be made objectively, without being influenced by interests outside of public service and development.
Pramono noted that the role of the PPK is crucial in determining the quality of government goods and services procurement. The PPK is not merely responsible for signing contracts but also for making decisions that affect the timeliness, quality, and benefits of every programme.
He acknowledged that the duties of the PPK are becoming increasingly complex, ranging from regulatory changes and demands for accountability to risks involving administration, audits, and legal issues. However, he stressed that caution should not cause officials to hesitate in making decisions.
“Jakarta manages a very large regional budget (APBD). Therefore, PPKs must be brave in making decisions while being intelligent in managing risks. That bravery must be built upon competence, integrity, compliance with rules, and good documentation,” Pramette explained.
Furthermore, transparent, accountable, and professional procurement governance is a key factor in increasing the trust of the public, business actors, and investors in Jakarta as a global city.
Currently, there are approximately 750 PPKs within the Jakarta Provincial Government. The technical guidance session was attended by around 200 participants in person and hundreds of others online from various regional agencies.
Pramono hopes that this technical guidance will enhance the capacity and confidence of PPKs to perform their duties professionally, objectively, and responsibly.
