Jakarta Governor Pramono Anung Wibowo has stated that the Jakarta Provincial Government cannot alter the decile provisions that serve as the basis for determining social assistance (bansos) recipients, including the Jakarta Smart Card (KJP) Plus and the Jakarta Superior Student Card (KJMU).

According to Pramono, the determination of deciles is a national policy; therefore, local governments do not possess the authority to modify them.

“Regarding matters related to deciles, the Jakarta Provincial Government certainly cannot regulate itself, as these deciles are a national policy,” Pramono said when met in the Tanah Abress area, Central Jakarta, on Monday.

Nevertheless, his administration intends to create specific local regulations to ensure that changes in deciles do not have an excessively large impact on the community, particularly for KJP and KJMU recipients.

However, Pramono emphasised that the decision regarding deciles remains under the authority of the central government.

“But the Jakarta Provincial Government will implement its own arrangements so that these changes in deciles do not significantly impact the public, especially regarding KJP, KJMU, and so on. We will implement our own regulations, but we will not change the deciles already decided by the central government,” Pramono explained.

This response follows a recommendation from the Jakarta Regional House of Representatives (DPRD) during the discussion of the 2026 Jakarta Regional Revenue and Expenditure Budget (APBD) amendments.

“The Jakarta DPRD has also requested the Governor of Jakarta to immediately issue a policy through a Gubernatorial Regulation (Pergub) that regulates the mechanism, parameters, and the strengthening of verification and validation for determining the decile of social assistance beneficiaries in Jakarta,” said Jakarta DPRD member Wita Susilowaty.

The DPRD believes that the determination of social assistance deciles needs to be adjusted to the social and economic conditions of Jakarta’s residents, as the cost of living and economic burdens in Jakarta are considered to have different characteristics compared to other regions.

Consequently, the DPRD has requested that the Jakarta Provincial Government not rely solely on general decile standards, but instead establish rules that can serve as a foundation for determining social assistance recipients specifically within Jakarta.
