JAKARTA, KOMPAS.com - Jakarta Governor Pramono Anung has explained the reasons behind the rotation of 11 high-ranking pratama officials within the DKI Jakarta Provincial Government, including Asep Kuswanto, Head of the DKI Jakarta Environmental Agency (DLH). Pramono stated that the reshuffle is part of an organisational refresh to ensure government operations run more optimally. “The main reason is for rejuvenation, so that the work becomes better,” Pramono said at Jakarta City Hall on Thursday (16/4/2026). In addition to this reason, Pramono jokingly added that the official changes are expected to make the officials easier to contact by journalists. He even specifically requested that the newly inaugurated officials be open to reporters. “The main thing is so that they are easy to contact by journalists. Because this is the Head of the Agency, I ask them to be open to the media,” Pramono continued. Previously, Pramono inaugurated 11 high-ranking pratama officials to prevent any vacancies or appointments of acting heads (PLT). “We need to clarify to avoid misinterpretation; in this inauguration, there are 11 who were inaugurated,” Pramono said at Jakarta City Hall on Wednesday (15/4/2026). He mentioned several administrative bases as the foundation, including a recommendation from the Head of the National Civil Service Agency (BKN) dated 10 April regarding mutations and promotions based on talent management. Additionally, there is a letter from the Chairman of the DKI Jakarta DPRD related to the fit and proper test process for the position of South Jakarta Mayor. Other bases include Governor’s Decrees Number 385 to 388 of 2026 dated 14 April 2026 on the appointment, transfer, and dismissal of Echelon II High-Ranking Pratama Officials. Pramono assured that the appointments do not apply simultaneously to all officials. Three officials become effective immediately from the inauguration date, while four take effect from 1 June, three from 1 August, and one is still awaiting a decree for the main functional position. According to him, this policy is taken to avoid vacancies or short-term PLT appointments. “So that there is no PLT and no short-term vacancies; it’s better to do it together,” he said.
