Pramono Receives Visit from Bali Governor, Discusses 'Creative Financing' and Building Coverage Regulations

Jakarta Governor Pramono Anung received a visit from Bali Governor I Wayan Koster and Badung Regent I Wayan Adi Arnawa at Jakarta City Hall on Tuesday, 4 August 2026. The meeting focused on various efforts to increase Regional Revenue and Expenditure Budgets (APBD) through non-conventional funding, ranging from bonds to creative financing. “We discussed various things, including creative financing, bonds, and the Building Floor Coefficient (KLB), building coverage ratio, SP3L, and so on,” Pramono said during a press conference. Pramono explained that amid the current economic challenges, regional governments are required to seek creative and out-of-the-box solutions for development funding. He noted that Badung Regency, despite having one of the highest APBDs in the country at IDR 13 trillion, still needs creative financing schemes to address crucial issues like traffic congestion. “The Badung Regent conveyed that to develop and solve the main problem there, which is traffic congestion, creative financing is needed,” he stated. The discussion also covered KLB regulations, with Pramono suggesting that Bali could emulate Jakarta’s system of managing compensation for spatial utilisation, provided there is approval from the local indigenous community.
