Jakarta (ANTARA) - The Governor of Jakarta, Pramono Anung Wibowo, provided an explanation regarding four Draft Regional Regulations (Raperda) during a plenary session of the Jakarta Provincial DPRD on Thursday.

The four Draft Regulations encompass the establishment of a regional reserve fund and the institutional strengthening of Regional Owned Enterprises (BUMD) in the drinking water, banking, and transportation sectors to support Jakarta’s development needs.

“Establishing Jakarta’s vision as a global city and a national economic hub requires urban infrastructure development capable of meeting community needs while simultaneously supporting economic growth,” Pramono stated during the plenary session.

The first Draft Regulation governs the formation of a Regional Reserve Fund amounting to Rp5.6 trillion, which will be allocated gradually through the Regional Budget (APBD). This fund is prepared to finance long-term infrastructure development where the budgetary requirements cannot be met within a single fiscal year.

“The formation of the regional reserve fund is sourced from the APBD, including APBD surpluses and/or the allocation of regional revenues in accordance with statutory provisions,” Pramono explained.

The second Draft Regulation regulates the change in the legal entity of Perumda Air Minum Jaya to PT Air Minum Jaya (Perseroda). This institutional adjustment is designed to support the target of 100 per cent piped water service coverage by 2029, which requires an investment of approximately Rp27.8 trillion.

Strengthening of BUMDs also extends to PT Bank DKI through a name change to PT Bank Jakarta (Perseroda). The company’s authorised capital is planned to increase from Rp11.5 trillion to Rp26 trillion to support business expansion and sustainable credit distribution.

“As part of institutional and capacity strengthening, the name of PT Bank DKI is being changed to Bank Jakarta, along with an adjustment of its legal entity to a Limited Liability Company (Perseroda), thus becoming PT Bank Jakarta (Perseroda),” he clarified.

The fourth Draft Regulation regulates the change in the legal form of PT Transportasi Jakarta to PT Transportasi Jakarta (Perseroda), while also expanding its business scope. This expansion includes water and air transportation, as well as extending business operations to national and international levels. The company’s authorised capital will also be adjusted to Rp13.4 trillion.

He expressed hope that the four Draft Regulations would be carefully discussed with the DPRD to produce regulations that support development financing, the improvement of public services, and the enhancement of Jakarta’s competitiveness.
