Pramono Prepares Regulations for Compensation for PAM Jaya Service Disruptions
JAKARTA - Jakarta Governor Pramono Anung will regulate the compensation mechanism for PAM Jaya customers experiencing disruptions in clean water services. Pramono Anung stated this during the Plenary Meeting on the Clean Water Supply System at the DKI Jakarta DPRD Building on Monday (13/4/2026). “This regional regulation draft has mandated the establishment of various gubernatorial regulations as implementing rules, including those related to the transfer of management of facilities and infrastructure, tariff subsidies, licensing, approval of SPAM operators, and procedures for imposing administrative sanctions,” said Pramono. “The executive conveys that this regional regulation draft has affirmed the obligation of operators to ensure drinking water services that meet the principles of quality, quantity, continuity, and affordability. These principles form the foundation for performance indicators in SPAM operations,” Pramono added. This statement addresses previous criticism from a member of the Prosperous Justice Party (PKS) Faction in the DKI Jakarta Provincial DPRD, Ismail. In the PKS Faction’s general view, Ismail demanded a fair reciprocal relationship between residents and the regional-owned enterprise providing clean water services. “The regional regulation needs to strengthen the principle of reciprocity; if residents are penalised for late payments, then the regional-owned enterprise must also be subject to penalties or automatic compensation if it fails to provide services, such as water outages or substandard water quality within a certain timeframe,” said Ismail. According to him, residents’ obligations as customers must be matched with maximum service guarantees from the provider, in this case PAM Jaya, which is required to supply services for at least 20 to 24 hours per day.
