Pramono Opens Complaint Post for Ciliwung River Land Acquisition
DKI Jakarta Governor Pramono Anung said he has identified a pattern for dealing with intermediaries, or land mafias, involved in land acquisition in Jakarta. The opening of complaint posts is being offered as the solution.
He made the remarks while inspecting one of the Ciliwung River land acquisition points in Cawang subdistrict, Jakarta, on Friday, 10 July 2026.
“Hopefully this kind of pattern can be applied across Jakarta to eliminate the middlemen or intermediaries operating here,” he said.
The land acquisition is being accelerated in order to restore the function of the Ciliwung River. As a result, local residents are losing their homes and must submit several supporting documents.
Many residents, lacking proof of land ownership, have chosen to engage intermediaries to handle the process. Tempo’s records show that these intermediaries, or land mafias, employ a variety of methods, including forging documents, seeking legality through the courts, and fabricating legal cases.
For this reason, Pramono wants the land acquisition for the Ciliwung River normalisation to proceed without intermediaries. “There is always a place here for complaints, so residents whose paperwork may be incomplete can now come directly to the post,” said Pramono.
Residents will then be fully assisted by officers from the National Land Agency (BPN) and the Water Resources Agency (SDA).
He cited the example of a woman from Cawang subdistrict affected by the acquisition. “Earlier there was a woman who had lived there for more than 50 years and is now in the appraisal process,” he said.
The Jakarta Governor explained that an appraisal is carried out when no agreement on the land price has yet been reached. “But the tendency is that prices on either side already exist,” he said, adding that those prices are then used as a reference for calculating the value of the property in question.
On the same occasion, Ika Agustin Ningrum, Head of the DKI Jakarta Water Resources Agency, explained that the SDA opens the assistance post every day.
Ika outlined the documents residents need to provide. “As long as residents have lived there for 20 years, proven with a letter from the local lurah and a notarial deed, we can pay out the compensation,” she said while inspecting the land acquisition in Cawang subdistrict, Jakarta, on Friday.
She added that residents will have bank accounts opened on the spot once the release process is complete, ensuring that no land mafia is involved in the process.
