Pramono Issues Jakarta Regulation on RSUD Tariffs; Wealthy Residents to Lose Subsidies
Jakarta Governor Pramono Anung has issued Governor Regulation (Pergub) Number 17 of 2026 regarding retribution tariffs for healthcare services at regional public hospitals (RSUD) owned by the Jakarta Provincial Government. Pramono stated that the tariff adjustment was implemented to ensure that wealthy residents do not benefit from government subsidies.
Pramono explained that residents using BPJS Kesehatan will continue to receive free services at healthcare facilities owned by the Jakarta Provincial Government. This applies to 3_1 hospitals, including community health centres (Puskesmas) and sub-health centres (Puskesmas Pembantu).
“The first principle is that anyone using BPJS Kesehatan receives free services. This is served in almost all hospitals owned by the Jakarta Regional Government, totaling 31 facilities, including Puskesmas and sub-health centres, all of which are free,” Pramono said in the Lapangan Banteng area, Central Jakarta, on Friday (4/9/2026).
According to him, the tariff adjustment applies to members of the public who do not use BPJS Kesehatan or JKN-KIS. He noted that the healthcare service tariffs provided by the Jakarta Provincial Government have historically been among the lowest.
“As for those not using BPJS or those using JKN-KIS, the Jakarta Provincial Government’s healthcare tariffs remain the lowest,” he added.
Pramono stated that the tariffs need to be adjusted so that government subsidies are not enjoyed by those capable of paying for healthcare services.
“If we do not adjust the tariffs, we will be subsidising people who are capable, people who have the means to visit the hospital,” he remarked.
He emphasised that the tariff adjustment is not intended to burden vulnerable groups. Low-income residents, persons with disabilities, and the elderly using BPJS Kesehatan will continue to receive free services.
“This is for residents who are capable,” he said.
Pramono also mentioned that several RSUDs owned by the Jakarta Provincial Government now provide VIP services. Consequently, he believes that service tariffs must be adjusted to reflect the type of service provided.
“Therefore, I have issued the Governor Regulation, Pergub Number 17 of 2026, and I have signed it,” he explained.
Pramono ensured that the policy continues to prioritise public access to healthcare services. He emphasised that citizens who meet the criteria and use BPJS Kesehatan need not worry about service costs at healthcare facilities owned by the Jakarta Provincial Government.
