Pramono Issues Circular on DKI Jakarta Civil Servant Working Hours During Ramadan

Under the policy, civil servant working hours during the month of Ramadan are shortened and applied more flexibly, whilst maintaining the quality of public services.

"This regulation is a follow-up to Presidential Regulation Number 21 of 2023 on Working Days and Working Hours for Government Agencies and State Civil Apparatus Personnel, and Minister of Administrative and Bureaucratic Reform Regulation Number 4 of 2025 on Flexible Duty Implementation for State Civil Apparatus Personnel in Government Agencies," said Pramono in Jakarta on Wednesday.

According to the circular letter, from Monday to Thursday, regular civil servant working hours during Ramadan are set from 08:00 to 15:00 Western Indonesian Time (WIB), with a rest period from 12:00 to 12:30 WIB.

On Fridays, civil servant working hours are from 08:00 to 15:30 WIB, with a rest period from 11:30 to 12:30 WIB.

Under these arrangements, the effective working time for civil servants is approximately 6.5 hours per day, excluding rest periods.

The DKI Provincial Government has also granted regional agency heads the authority to implement flexible working hours. Civil servants are permitted to arrive up to 60 minutes earlier or later than the normal schedule, with departure times adjusted proportionally.

However, this flexibility policy does not apply to employees carrying out direct public services or urgent official duties.

Several examples of how the flexibility may be applied include:

- Civil servants who arrive at 06:30 WIB may leave earlier in accordance with accumulated working hours.
- Civil servants who arrive at 08:30 WIB may leave later than the normal schedule.
- Civil servants who arrive beyond the flexibility threshold are still considered late and subject to working time achievement deductions in the employee performance system.

Furthermore, Pramono stated that although civil servant working hours are adjusted during Ramadan, regional agencies providing direct services to the public will continue to operate according to their respective regulations, including services that run around the clock.

The DKI Provincial Government has also requested that regional agency leaders ensure that oversight of civil servant performance remains optimal, so that public services during Ramadan remain effective and accountable.

"The circular letter takes effect from 1 Ramadan 1447 Hijriah, in accordance with the government's determination," said Pramono.
