Pramono Explains Reasons Why Women's Protection Regional Regulation Needs Updating
That was stated by Pramono when providing the governor’s response to the general views of the factions of the DKI Jakarta DPRD regarding the Draft Regional Regulation (Ranperda) on the Implementation of Women’s Protection during the plenary session of the DKI Jakarta DPRD on Monday (11/5/2026).
Pramono said that the Ranperda is an update to Regional Regulation (Perda) Number 8 of 2011 on the Protection of Women and Children from Acts of Violence. He assessed that updating the regulation is necessary because the forms of violence against women continue to evolve and require more complex services.
“This update is necessary because the forms of violence against women are increasingly developing, thus requiring more complex services. This aligns with Jakarta’s efforts towards becoming a global city that places safety, equality, inclusion, and respect for human dignity as the main foundation of development,” said Pramono during the plenary session.
Furthermore, Pramono explained that this Ranperda must be able to reach various forms of violence that are developing, including technology-based violence.
“This Ranperda must be able to reach various forms of violence against women, both physical, psychological, sexual, economic, exploitation, discrimination, and technology-based violence,” he stated.
Pramono assured that the Ranperda will also strengthen women’s protection services. These protection services are planned to start from complaints to the preparation of safe houses.
“This Ranperda becomes the basis for strengthening integrated services starting from complaints, assessment, accompaniment, legal services, psychological, health, social rehabilitation, safe houses, return, to social reintegration,” he said.
Pramono emphasised that prevention is the main focus of the Ranperda. Efforts to protect women, he said, are not only carried out in family and community environments, but also in schools, workplaces, public spaces, public transportation, to digital spaces.
Previously in the Plenary Session, a member of the DKI Jakarta DPRD from the PSI Faction, Elva Farhi Qolbina, proposed that the DKI Provincial Government create free visum services for women victims of violence. She said that this is important for the victims.
She asked the DKI Provincial Government to provide free or pro bono legal services for women victims of violence.
“The PSI Faction also emphasises the importance of the DKI Jakarta Regional Government being present to provide facilitation of pro bono case management services for women victims, women in contact with the law, or women in special conditions,” said Elva during the plenary session.
