Pramono Demands Sanctions for Illegal Waste Dumpers in Cilincing

Jakarta Governor Pramono Anung has instructed officials to take firm action against those behind an illegal waste disposal operation in the Nagrak area of Cilincing, North Jakarta, and to publicise their identities to serve as a deterrent. The directive follows reports of a 5.8-hectare waste pile on Jalan Reformasi/Inspeksi Kirana, operating outside the official waste management system of the DKI Jakarta Provincial Government. Pramono stressed that the illegal dump site is not managed by the DKI Jakarta Environmental Agency. ‘The illegal TPS in Nagrak, Cilincing, is managed by a private party and has no connection to the DKI Jakarta Provincial Government,’ he stated in a written release on Wednesday. Initial reports indicate the accumulated waste does not originate from households but is commercial waste from hotels, restaurants, and cafés. The land itself is reportedly subject to an ownership dispute. Pramono explained that the waste is collected by a private operator who charges customers for the service but then dumps the material illegally at the Nagrak site. He noted that the area was once used as an alternative disposal site by the provincial government in 2003, but all official activities ceased by 2015-2016 and were redirected to the Bantargebang Integrated Waste Treatment Facility. Despite the closure, illegal dumping and scavenging activities have continued, with private trucks still observed entering the area. Pramono has ordered all relevant regional apparatus to take uncompromising legal steps and requested the Communication, Informatics, and Statistics Agency to publicly announce the identities of those involved. On the ground, the North Jakarta Mayor’s office and Civil Service Investigators are monitoring vehicles entering the site, and further measures will include summoning business operators, imposing administrative sanctions, and installing prohibition signs. The provincial government is also preparing solutions for informal workers who depend on the site, offering to redirect scavengers and waste sorters to government-managed labour-intensive programmes. To strengthen enforcement, the DKI Jakarta Provincial Government has coordinated with the Ministry of Environment, with the North Jakarta Environmental Sub-agency sending a support request letter on 6 January 2026, followed by a reinforcement letter from the DKI Jakarta Environmental Agency to the Ministry’s Deputy for Law Enforcement on 29 July 2026.
