Jakarta Governor Pramono Anung has ensured that the construction of 11 new low-cost flats (rusun) in Jakarta will be funded through the Regional Revenue and Expenditure Budget (APBD). Construction will proceed in stages, with two flats prioritised for immediate development.

“The budget for the 11 flats comes from the APBD. We will begin work on two flats first,” Pramono stated in Kota Tua, West Jakarta, on Monday (29/06/2026).

Pramono noted that the development of these 11 flats is intended to increase the availability of vertical housing in Jakarta, as public demand for such residences remains high.

“This is to add new flats because the need definitely exists,” he added.

In addition to relying on the Jakarta APBD, Pramono stated that his administration is establishing cooperation with the Ministry of Housing and Residential Areas (PKP) to develop housing in other locations.

“We are also working with the Ministry of Housing at the central government level for other sites,” he said.

Previously, the Jakarta Provincial Government proposed the construction of 11 new low-cost flats for 2027. The project is currently in the proposal stage to the Ministry of Housing and Residential Areas (PKP) to secure support through the ‘3 Million Houses Programme’.

The Head of the Jakarta Housing and Residential Areas Agency (DPRKP), Kelik Indriyanto, expressed hope that the proposal would receive full support from the central government.

“Regarding the 11 flats, the proposal is currently being processed with the Ministry of PKP. We sincerely hope for full support through the 3 Million Houses Programme as a joint portfolio between the Central and Regional Governments,” Kelik said when asked for confirmation on Saturday (27/06).

The 11 proposed locations for the flats include:

  1. Muara Angke, Penjaringan, North Jakarta

  2. Marunda Cluster C, Cilincing, North Jakarta

  3. Komarudin, Cakung, East Jakarta

  4. Rorotan IX, Cilincing, North Jakarta

  5. Cakung KM 2, East Jakarta

  6. Tongkol Phase III, Pademangan, North Jakarta

  7. Maruba Cluster A, North Jakarta

  8. Marunda Cluster B, North Jakarta

  9. Semper Cakung Drain, Semper, North Jakarta

  10. Bojong Indah, Cengkareng, West Jakarta

  11. Daan Mogot KM 18, West Jakarta

Kelik explained that the construction of these flats is aimed at meeting the housing needs of Jakarta residents. The target residents of these low-cost flats will not only include those in specific government programmes but also the general public.

“The target residents for these flats are both programmed communities and the general public, in accordance with Regional Regulation Number 111 of 2024,” he concluded.
