Pramono Claims Several Jakarta Public Facilities Built Without Regional Budget

Jakarta Governor Pramono Anung has stated that several public facilities in the capital are being built without using the Regional Budget (APBD). He cited creative financing as an alternative for funding the city of Jakarta. “A lot of what we are building now does not use the APBD,” Pramono said during a gathering of the Jakarta DPRD with members of the DPR RI and DPD RI from the Jakarta electoral district on Thursday, 30 July 2026. The former Cabinet Secretary then gave the example of the Taman Bendera Pustaka project. “That is a park built entirely without APBD, completely,” he said. There is also Taman Semanggi, which cost around Rp 135 billion without a single rupiah from the APBD. Pramono elaborated on the construction of an underground connecting passage at Bundaran HI that links buildings in the area with the Bundaran HI MRT Station. “I inaugurated it recently, and it was built entirely without APBD funds.” He considers the pedestrian deck project in the Dukuh Atas area to be the largest. The project connects six modes of transport, including the Jakarta LRT, Central LRT, KRL Commuterline, Airport Rail Link, Transjakarta, and Transjabodetabek. “The cost is approximately Rp 355 billion, entirely without using the APBD,” Pramono revealed. He explained that these strategic projects were built using creative financing schemes, such as floor area ratio (FAR) incentives and cooperation with the private sector. The creative financing scheme is being intensified by the regional government amid cuts to revenue-sharing funds (DBH). The central government previously slashed general allocation funds and DBH for Jakarta Province by Rp 15 trillion last January. According to Pramono, this allows the APBD to be used optimally. “What is the APBD for? For things like KJP and KJMU,” he said.
