Pramono Claims Several Jakarta Public Facilities Built Without Regional Budget

DKI Jakarta Governor Pramono Anung has said that a number of public facilities in Jakarta were built without using the Regional Revenue and Expenditure Budget (APBD). He cited creative financing as an alternative for funding the city of Jakarta.

“Many of the things we are building now do not use the APBD,” said Pramono whilst attending a gathering event between the DKI Jakarta Regional Legislative Assembly (DPRD) and members of the House of Representatives (DPR RI) and Regional Representative Council (DPD RI) from the Jakarta electoral district, on Thursday, 30 July 2026.

The former Cabinet Secretary cited the Taman Bendera Pustaka project as an example. “That is a park built entirely without any APBD funding, entirely,” he said. There is also Taman Semanggi, which cost around Rp 135 billion without a single rupiah from the APBD.

Pramono elaborated on the construction of the underground connecting walkway at Bundaran HI, which links buildings in the area to the Bundaran HI MRT Station. “I officially opened it recently; that was built entirely without APBD funds.”

For him, the construction of the pedestrian deck in the Dukuh Atas area is the largest project, as it connects six transport modes, namely the Jakarta LRT, Central LRT, commuter rail, the airport train, Transjakarta, and Transjabodetabek. “The cost was roughly Rp 355 billion, entirely without using the APBD,” Pramono explained.

He stated that these strategic projects were built using creative financing schemes, such as building floor area ratio (KLB) incentives and partnerships with the private sector.

The push for creative financing comes amid cuts to revenue-sharing funds (DBH). The central government previously slashed transfer funds and DBH to Jakarta province by Rp 15 trillion in January.

According to Pramono, this allows the APBD to be used optimally. “What is the APBD for? For the things mentioned earlier — the KJP and KJMU,” he said.
