Pramono Claims Dukuh Atas 'Doughnut Ring' Bridge Will Ease Sudirman Congestion
Jakarta Governor Pramono Anung is confident that the construction of the Dukuh Atas Pedestrian Deck, nicknamed the ‘donut ring’, will help reduce traffic congestion in the Jalan Jenderal Sudirman area and its surroundings.
The infrastructure, which is targeted for completion in 2028, will connect six different modes of transport within a single integrated area.
Pramono stated that congestion in the Dukuh Atas area has been triggered by passenger activity, specifically people boarding and alighting from vehicles at the roadside to switch between transport modes. He noted that the presence of the pedestrian deck will allow inter-modal transfers to take place via elevated walkways, ensuring that ground-level traffic flow is no longer disrupted.
“It is certain that this will reduce congestion. Because almost every afternoon, or during drizzle and rain in the morning, many people disembark at the roadside, which is what disrupts the traffic in this area,” said Pramono during the launch of the Dukuh Atas Pedestrian Deck construction in Central Jakarta on Sunday (21/6).
He believes that once the infrastructure is operational, the public will prefer using paths directly connected to various transport modes rather than having to cross the main road.
“Once this pedestrian deck exists, people will no longer descend to the street level; they will certainly use the elevated paths. Those heading to the MRT, Airport Rail Link, or LRT will find it much easier because everything is connected above. Therefore, I am certain it will reduce congestion here,” he added.
The Dukuh Atas Pedestrian Deck will be part of the Transit-Oriented Development (TOD) expansion in central Jakarta. Pramono explained that the facility will eventually connect six modes of transport: MRT Jakarta, LRT Jakarta, LRT Jabodebek, KRL Commuter Line, the Airport Rail Link, and TransJakarta.
“Thus, Dukuh Atas will feature the MRT, LRTs managed by both the Jakarta Provincial Government and the central government, the Airport Rail Link, TransJakarta, and KCI (KRL). So, there are six modes,” Pramono said.
He noted that the integration of these six modes will create a concept of seamless mobility, allowing commuters to switch transport without having to exit to the street or be exposed to the weather.
In addition to serving as a transport hub, Pramono revealed that the area could potentially be equipped with supporting facilities such as city check-in areas and immigration services for airport train users.
The Jakarta Provincial Government also plans to hold a competition to determine the official name for the pedestrian deck, which is currently widely known as the ‘donut ring’ due to its circular shape.
Regarding funding, the President Director of PT MRT Jakarta, Tuhiyat, stated that the project’s construction will be fully financed by MRT Jakarta. However, the total investment value has not yet been announced.
“Funding for this project construction is entirely provided by MRT Jakarta. We will announce the value at a later date,” Tuhiyat said during the same event.
Pramono added that the funding comes from MRT Jakarta, which is a Regional Owned Enterprise (BUMD) of the Jakarta Provincial Government. Consequently, the source of funding ultimately originates from a regional company in which the Provincial Government holds a majority stake, including through regional capital injections previously provided to MRT Jakarta.
Initially, Pramono hoped the project could be completed in time for Jakarta’s 500th anniversary in June 2027. However, after considering the construction process, the completion target is now expected to move to 2028.
The development of the pedestrian deck was inspired by a similar concept in Japan, which served as a reference in the project’s initial studies.
“The main point is that, hopefully, the structure will be clearly visible by then,” Pramono concluded.
