Pramono Anung Bans Civil Servants from Using Private Vehicles During WFH

The Jakarta Provincial Government has begun implementing a work from home (WFH) policy for civil servants (ASN) every Friday starting from April 2026. Under this policy, ASN undertaking WFH are prohibited from using private vehicles.

Jakarta Governor Pramono Anung stated that the ban is part of efforts to curb mobility and energy consumption. “Anyone who receives WFH facilities is not permitted to use private transportation. If travel is necessary, it is advisable to use public transport,” he said in an official statement on Wednesday, 1 April 2026.

He explained that the WFH policy is based on a circular letter (SE) from the Minister of Home Affairs. The regulation provides exceptions for certain positions related to public services. “Such as high-ranking and mid-level leadership officials, as well as employees directly involved in public services,” Pramono said.

Pramono added that several employees directly involved in services will continue working as usual, including the Civil Service Police Unit, Transportation Agency, Health Agency, and Fire and Rescue Agency.

According to Pramono, this policy is expected to reduce daily mobility while saving fuel oil (BBM) consumption. Therefore, employees implementing WFH are urged to remain at home.

The technical arrangements for WFH are currently being prepared by the Jakarta Regional Civil Service Agency and will be formalised in a Governor’s Regulation. The planned scheme involves 25 to 50 percent of employees working from home, adjusted to the needs of each regional apparatus. Sanctions are also being prepared for employees who violate or misuse the policy.

Interior Minister Tito Karnavian issued the SE on the Transformation of Civil Servants’ (ASN) Work Culture in Regional Government Environments. The letter, signed on Tuesday, 31 March 2026, contains several provisions regarding the adjustment of ASN official duties amid national efforts to save fuel oil (BBM).

The letter states that regional governments will carry out official duties through a combination of work from office (WFO) and work from home (WFH). Tito stated that WFH will be implemented once a week starting from 1 April 2026 for the next two months.
