Jakarta Governor Pramono Anung has revealed that the incident involving a citizen complaint on the JAKI app that was responded to using an edited photo or Artificial Intelligence (AI) in Kalisari is not the first case to occur.

“The Kalisari case turns out not to be the first one,” Pramono stated at Jakarta City Hall in Central Jakarta on Thursday (9/4).

Pramono also said that the perpetrator of the AI photo manipulation is the same individual.

“And the one who did it is the same person,” Pramono added.

Nevertheless, Pramono dismissed the notion that this series of scandals has reduced public interest in participating in city maintenance. He affirmed that the reporting system continues to function normally.

“Citizen reports to JAKI have not declined. Because we monitor JAKI every day,” he said.

According to Pramono, this repeated fraud is strongly suspected to be a consequence of weak supervision at the sub-district level.

“This means poor control, whether from the sub-district head who is responsible, the head of government affairs, or the head of development affairs, handing everything over entirely to the PPSU,” Pramono emphasised.

Local policymakers were deemed negligent by Pramono for delegating the follow-up of reports entirely to field officers without adequate verification processes.

“We have identified the PPSU, the sub-district head has been directly removed, including the assistant section heads,” Pramono said.

“We are issuing punishments that will be carried out by the inspectorate,” he continued.

To ensure that the face of public services in Jakarta is not further tarnished by digital manipulation, the DKI Jakarta Provincial Government has prepared comprehensive anticipatory measures.

Pramono plans to gather all related personnel to deliver strong warnings and dismissal sanctions to anyone daring to deceive the system.

“Next week, I will request a Town Hall for all PPSU and those related to JAKI here,” he said.

“I will convey and warn anyone who dares to do it again that we will not forgive. So we will immediately dismiss them,” he added.

The DKI Jakarta Provincial Inspectorate has recommended the deactivation of Kalisari Sub-District Head Siti Nur Hasanah to the East Jakarta Administrative City Mayor following the controversy over the use of artificial intelligence (AI) by her subordinates in following up on citizen reports on JAKI.

In addition to the sub-district head, the Inspectorate also recommended disciplinary sanctions and guidance for the Head of the Government Section of Kalisari Sub-District and the Head of the Economy and Development Section of Kalisari Sub-District who were involved.

Meanwhile, three Public Facilities and Infrastructure Officers (PPSU) proven to be involved will be subject to sanctions in accordance with their work contract provisions.

Previously, the public was shocked by a social media post regarding a report of illegal parking via the JAKI app that was stated as resolved, but accompanied by a photo suspected to be an AI-generated edit.
